• Create and implement a thorough IT procurement and strategic sourcing strategy that aligns with the organization's goals.
• Manage all IT procurement functions, including software, hardware, cloud services, SaaS, telecommunications, managed services, and emerging technologies.
• Facilitate enterprise-wide RFI, RFP, and RFQ processes, ensuring competitive sourcing, transparency, and adherence to procurement standards.
• Lead intricate vendor and contract negotiations to enhance pricing, commercial terms, service levels, and risk management.
• Develop and refine vendor management and governance frameworks that include performance scorecards, KPIs, business reviews, and compliance monitoring.
• Supervise contract lifecycle management, encompassing renewals, amendments, and compliance tracking.
• Promote continuous improvement by implementing AI-enabled procurement tools, automation platforms, and advanced analytics for spend management, contract analysis, and vendor performance insights.
• Manage enterprise IT Asset Management (hardware, software, and cloud assets), ensuring lifecycle governance, license compliance, and optimal asset utilization.
• Collaborate with IT, Finance, Legal, Security, and business stakeholders to ensure alignment on technology investments and contractual responsibilities.
• Track and report on procurement performance metrics, cost savings, spend under management, vendor risk, and service outcomes.
• Identify and achieve quantifiable cost savings, cost avoidance, and total cost of ownership (TCO) enhancements.
• Ensure adherence to internal policies, financial controls, regulatory requirements, and security standards.
• Cultivate a culture of accountability, operational excellence, innovation, and customer service within the procurement organization.
• Directly oversee members of the IT Procurement, Strategic Sourcing, Vendor Management, and IT Asset Management teams.
• Provide leadership, coaching, and professional development to ensure high performance and readiness for succession.
• Set clear performance objectives, metrics, and accountability standards.
• A Bachelor’s degree in Business Administration, Supply Chain Management, Finance, Information Technology, or a related field is mandatory.
• A Master’s degree (MBA or a related discipline) is preferred.
• Over 10 years of progressive experience in IT procurement, strategic sourcing, vendor management, or technology operations.
• At least 5 years of experience managing procurement in the AEC (Architecture, Engineering, Construction) sector.
• 5 years of leadership experience in managing procurement or sourcing teams.
• Professional certifications such as CPSM, CSCP, ITIL, or related procurement/IT certifications are preferred.
• Proven success in leading large-scale technology negotiations and enterprise RFP initiatives.
• Experience in managing multimillion-dollar IT portfolios.
• A demonstrated history of implementing process improvements, governance frameworks, and cost optimization strategies.
• Familiarity with leveraging AI, automation, or digital procurement tools for enhanced operational efficiency is preferred.
• Strong executive negotiation and contract management abilities.
• In-depth understanding of software licensing models (SaaS, subscription, perpetual), cloud economics, hardware procurement, and managed services agreements.
• Comprehensive knowledge of IT Asset Management practices and lifecycle governance.
• Experience in establishing vendor management frameworks, performance metrics, and governance models.
• Financial acumen complemented by strong analytical and cost modeling skills.
• Proficiency in procurement systems, contract lifecycle management (CLM) platforms, spend analytics tools, and ERP systems.
• Ability to strategically leverage AI and automation to enhance procurement operations.
• Exceptional leadership, communication, and stakeholder engagement skills.
• Capability to manage multiple priorities in a fast-paced, dynamic environment.
• Strong analytical thinking, problem-solving, and decision-making skills.
