Director, Facility Security Officer

📋 Description

• Act as the primary advisor to the GSC regarding all aspects of PA compliance and any relevant matters.

• Uphold and enforce all commitments outlined in the approved PA and APO, which include visit controls, the Electronic Communications Plan, and the Technology Control Plan.

• Serve as the main liaison with DCSA for issues related to facility clearances, annual compliance reporting, and FOCI mitigation oversight.

• Review and authorize all affiliate contacts, visits, and communications between CPS and the parent organization in line with the established visit controls procedures.

• Create and maintain a FOCI mitigation instrument (such as a Security Control Agreement, Special Security Agreement, or similar) in collaboration with external counsel regarding FOCI mitigation issues and any outstanding compliance inquiries.

• Establish and maintain all necessary records, plans, and programs mandated by DSS/DCSA.

• Oversee the entire personnel security clearance process through JPAS/DISS, which includes nominations, investigations, and visit certifications.

• Provide guidance to employees and managers about clearance eligibility, adjudicative criteria, and ongoing reporting responsibilities.

• Keep an up-to-date and precise roster of cleared personnel and access authorizations.

• Lead Collibra's Insider Threat Program, incorporating a multi-disciplinary hub and reporting mechanisms.

• Design and deliver annual security education and awareness training for both cleared and uncleared personnel.

• Conduct self-inspections and prepare for DCSA facility assessments and annual compliance audits.

• Act as a trusted advisor to the General Manager and GSC senior leadership on all security and compliance issues related to government operations.

• Collaborate with independent legal counsel on export control compliance, including ITAR/EAR obligations as they pertain to CPS's products and services.

• Assist in contract compliance and bidding processes that necessitate security documentation or clearance certifications.

• Coordinate investigations into incidents involving potential unauthorized disclosures, fraud, or insider threats, ensuring timely reporting to GSC and DCSA as required.

⛳️ Requirements

• 8+ years of experience as a Facility Security Officer or in a significantly similar industrial security position within a cleared defense contractor environment.

• Extensive knowledge of the NISPOM (32 CFR Part 117), DAAPM/Risk Management Framework, and DCSA oversight procedures.

• Proven experience managing or supporting FOCI mitigation instruments (such as PA, Security Control Agreement (SCA), Special Security Agreement (SSA), or equivalent). Experience with proxy-agreement structures is highly preferred.

• Proficient in using JPAS, DISS, and eQIP/SF-86 processing.

• Active U.S. Government security clearance (Top Secret required); must be able to obtain and maintain the necessary clearance level for this position.

• Demonstrated ability to work independently and enforce compliance boundaries with affiliate and parent company personnel, including the capacity to firmly say no when required by regulations.

• Bachelor's degree in a relevant field, or an equivalent combination of education and experience.

• Experience in a FOCI-mitigated setting at a commercial software or technology firm, particularly one with active DSCA oversight.

• Proven ability to utilize AI tools (e.g., Claude, Gemini, ChatGPT, Copilot) to address real-world business challenges, achieve measurable results, or optimize workflows.

• Understanding of ITAR/EAR export control compliance as it applies to software and SaaS products.

• Industrial Security Professional (ISP) or comparable certification.

• Experience managing COMSEC accounts or working in a multi-facility environment.
