This is a fully remote position, open to applicants in Illinois, +4 more states.
• Assume accountability for program-level execution within a designated portfolio.
• Oversee the financial performance, operational execution, and strategic success of the assigned portfolio in the Business Unit.
• Manage the Software Development Life Cycle (SDLC), handle change requests, and maintain a strong focus on risk awareness and mitigation.
• Foster robust relationships with stakeholders, ensure timely internal reporting, and escalate risks as necessary to safeguard portfolio performance.
• Aggregate and communicate financial and budget information for all active projects within the Business Unit, providing weekly budget progress updates and monthly reports.
• Identify, communicate, and assist in mitigating financial and operational risks, escalating significant risks to the Business Unit.
• Lead the implementation of change requests, projects, and urgent initiatives to adhere to committed timelines, coordinating with development teams to eliminate blockers and sustain momentum on revenue-critical work.
• Cultivate strong relationships with customers, acting as the primary contact for customer product owners (CSMs) and ensuring prompt resolution of issues, change requests, and inquiries across designated jurisdictions.
• Act as an escalation point for customer issues and change requests, tracking all open items to resolution with regular status updates.
• Ensure comprehensive, accurate, and up-to-date visibility of the portfolio (status, health, risks, milestones, and resource utilization) and generate consolidated reports to aid leadership in prioritization and decision-making.
• Coordinate implementations from kickoff through deployment in collaboration with the PMO, maintaining proactive communication among matrixed stakeholders.
• Provide lateral leadership by orchestrating daily coordination and recurring meetings, supporting new-hire onboarding, mentoring junior team members, and fostering a culture of accountability, engagement, and continuous improvement.
• Promote data-driven decision-making throughout the delivery process, utilizing performance metrics and risk indicators to assess when work is ready to advance or scale.
• Exemplify and uphold Neumo’s Code of Conduct and core values in all interactions, decisions, and business practices.
• Bachelor’s degree in business, information technology, project management, or a related field, or an equivalent combination of education and experience.
• Minimum of three (3) years of experience in delivery management, project or program management, or portfolio coordination, ideally within a SaaS or technology environment.
• Strongly preferred experience supporting state and local government or other public-sector clients.
• Proven experience in coordinating cross-functional teams, including development, product management, customer success, tech operations, and sales within a matrixed environment.
• Demonstrated experience in budget management, financial tracking, and reporting on revenue and margins.
• Working knowledge of project and portfolio management methodologies, change-request processes, and implementation life cycles.
• Proficiency in project management, collaboration, and reporting software (e.g., issue-tracking and portfolio-management tools such as Jira, Confluence, and Salesforce).
• Familiarity with Agile Scrum methodology in the context of the software development life cycle (SDLC).
• Strong financial and analytical capabilities, with the ability to consolidate data and communicate variances clearly and effectively.
• Excellent written and verbal communication skills, including the ability to prepare and deliver executive-level reports and presentations.
• Proven aptitude for identifying, assessing, and mitigating risks, demonstrating sound judgment on when and how to escalate issues.
• Exceptional organizational and time-management skills, with the ability to juggle multiple competing priorities and meet deadlines.
• Effective lateral leadership and facilitation skills; capable of influencing, coordinating, and driving accountability without direct authority.
• Customer-oriented relationship management with the ability to build trust and manage escalations professionally.
• Collaborative, detail-oriented, and adaptable, committed to continuous improvement and operational discipline.
• Ability to manage dependencies, identify risks, and drive alignment across teams.
