This is a fully remote position, open to applicants in Somalia.
• Oversee technical design contributions related to EMIS, data systems, and digital learning within the TPDP.
• Create specifications for the incorporation of CPD tracking fields, module coding, and reporting protocols into EMIS.
• Assist in formulating the architecture for the National Teacher Registry and the specifications for CPD record fields.
• Provide guidance on the creation of offline-capable digital platforms and module libraries that cater to low-connectivity settings.
• Contribute to the development of digital and blended learning delivery models for the implementation of CPD.
• Aid in the formulation of functional specifications for CPD record portals, mobile data platforms, and associated digital infrastructure.
• Offer technical advice on adapting radio-based CPD content for regions with limited or no digital access.
• Ensure that data systems and digital tools are synchronized with monitoring, reporting, and implementation requirements across all pertinent work packages.
• Collaborate closely with the Monitoring and Evaluation Specialist and other team members to guarantee interoperability between indicators, data systems, and reporting protocols.
• Draft written sections, recommendations, and review comments to facilitate a practical, implementation-ready final TPDP document.
• Master’s degree in Information and Communication Technology in Education, Data Systems, or a related discipline.
• At least 8 years of pertinent professional experience.
• Proven experience in EMIS design for CPD tracking or similar educational system functions.
• Established expertise in national teacher registry architecture, data systems design, or equivalent educational information system tasks.
• Background in designing offline-capable digital platforms for low-bandwidth or low-connectivity environments.
• Strong comprehension of radio, blended, or distance learning models in resource-constrained settings.
• Experience in supporting digital learning, educational technology, or systems strengthening initiatives within donor-funded projects.
• Previous experience in Somalia or the surrounding region.
• Knowledge of teacher professional development, competency-based systems, and education sector planning.
• Experience in designing digital systems for large-scale public sector or educational reform initiatives.
• Understanding of effective strategies for reaching rural, remote, and underserved communities through technology-enabled learning.
• Professionally proficient and fluent in both written and spoken English.
