This is a fully remote position, open to applicants in Somalia.
• Oversee the technical design contributions related to EMIS, data systems, and digital learning within the TPDP.
• Create specifications for the integration of CPD tracking fields, module coding, and reporting protocols into EMIS.
• Assist in the development of the National Teacher Registry architecture and specifications for CPD record fields.
• Provide guidance on offline-capable digital platforms and module libraries suitable for low-connectivity settings.
• Contribute to the development of digital and blended learning delivery models for effective CPD implementation.
• Support the formulation of functional specifications for CPD record portals, mobile data platforms, and associated digital infrastructure.
• Offer technical advice on modifying radio-based CPD content for regions with limited or no digital access.
• Ensure data systems and digital tools align with monitoring, reporting, and implementation requirements.
• Work collaboratively with the Monitoring and Evaluation Specialist and other team members to ensure interoperability among indicators, data systems, and reporting protocols.
• Contribute written sections, recommendations, and review feedback for the final TPDP document.
• Master’s degree in Information and Communication Technology in Education, Data Systems, or a related discipline.
• At least 8 years of pertinent professional experience.
• Proven experience in EMIS design specifically for CPD tracking or similar educational system functions.
• Established expertise in national teacher registry architecture, data systems design, or related education information system projects.
• Background in designing offline-capable digital platforms for low-bandwidth or low-connectivity environments.
• Solid understanding of radio, blended, or distance learning models in resource-limited settings.
• Experience in supporting digital learning, education technology, or systems strengthening initiatives within donor-funded programs.
• Previous experience in Somalia or the surrounding region.
• Familiarity with teacher professional development, competency-based systems, and education sector planning.
• Experience in designing digital systems for large-scale public sector or education reform initiatives.
• Knowledge of effective strategies for reaching rural, remote, and underserved populations through technology-enabled learning.
• Professionally fluent in both written and spoken English.
