This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Create, develop, and sustain conceptual, logical, and physical data models that align with the VFMP Modernization Portfolio.
• Generate thorough database design documentation, which includes entity relationship diagrams, data models, data dictionaries, metadata definitions, and data flow diagrams.
• Assess business requirements and convert them into scalable, efficient, and maintainable database designs.
• Analyze and configure database technologies to ensure user requirements are met in line with system capabilities, performance goals, and operational necessities.
• Specify suitable database structures, file organization, indexing strategies, partitioning methods, and techniques for storage optimization.
• Establish and enforce database security, data integrity, and access control processes that comply with VHA and Federal information security standards.
• Plan, coordinate, and assist in the migration and conversion of legacy databases to modernized systems while maintaining data quality and integrity.
• Work together with application development, systems engineering, and EDI teams to guarantee that data models support provider, eligibility, claims, and related transaction processing.
• Facilitate modernization initiatives aimed at enhancing efficiency across high-volume business operations, including:
• - Beneficiary enrollment
• - Claims adjudication
• - Appeals processing
• - Benefits coordination
• - Care coordination
• - Pharmacy support
• - Nurse review
• - Processing of non-standard customer requests
• Ensure that data models facilitate modernization goals by supporting:
• - Inventory management within established Key Performance Indicators (KPIs)
• - Processing timeliness as operational volumes increase
• - High levels of data accuracy and integrity
• - Enterprise performance measurement and reporting
• - User-friendly and maintainable solutions for VFMP and VHA
• Collaborate with Integrated Project Teams (IPTs), business analysts, solution architects, database administrators, and vendors to ensure a consistent enterprise data architecture.
• Identify opportunities to enhance data quality, minimize redundancy, standardize data definitions, and strengthen enterprise data governance.
• Support testing, validation, and quality assurance activities to confirm that data models operate correctly within enterprise applications.
• Document data standards, modeling conventions, database architecture, and migration procedures to facilitate long-term system maintenance.
• Bachelor's degree
• Must possess practical field experience within the last year, with at least four (4) years of federal healthcare work experience.
• Experience in data modeling methodologies, encompassing conceptual, logical, and physical data modeling.
• Prior experience with VHA or other Federal healthcare information systems and modernization projects.
