Data Governance Lead

📋 Description

• Take advantage of the chance to create a significant impact by supporting the Case Management Modernization (CMM) Program.

• Join the CMM Data Modernization and Governance team tasked with delivering an integrated approach to data governance, engineering, data platforms, reporting, analytics, and capabilities in Artificial Intelligence (AI)/Machine Learning (ML).

• Formulate, implement, and operationalize a thorough data governance framework to expedite CMM modernization initiatives.

• Ensure compliance with Judiciary policies, practices, and the existing Data Governance Roadmap.

• Propel organizational adoption through effective change management strategies.

• Oversee the design of data standards, manage daily governance operations, and cultivate a data-driven culture across the AO and local courts.

• Develop and sustain an enterprise-level data governance framework customized to the needs of the CMM program.

• Produce detailed data standards, SOPs, and policies that address data quality, metadata, privacy, sharing, classification, and retention.

• Define and document policies related to data classification, access control, privacy, usage, and sharing.

• Employ an industry-standard maturity model to evaluate governance progress, set milestones, and report status to stakeholders.

• Implement and operationalize data governance platforms along with automated data quality validation and monitoring capabilities.

• Convert approved data governance strategies into actionable operational practices for AO staff and systems.

• Assign clear roles for data owners, stewards, custodians, and users in monitoring, reporting, and ensuring compliance.

• Carry out change management strategies to guarantee the sustainable adoption of data governance practices.

• Create training modules and communication strategies for stakeholders to foster a data-driven culture.


⛳️ Requirements

• MA/MS degree with 12+ years of general experience in information systems and 10+ years of specialized experience.

• Experience may be substituted for degree as follows: HS (16+ years), AA/AS (14+ years), BA/BS (12+ years), Doctorate Degree/Ph.D. (9+ years).

• Proven experience in leading enterprise data governance programs.

• Experience in translating governance policy into actionable operational processes within delivery environments.

• Strong comprehension of data quality management, metadata practices, and stewardship models.

• Experience with governing high-sensitivity or regulated data with explicit compliance needs.

• Familiarity with data quality profiling, monitoring techniques, and common tooling patterns.

• Experience in defining and governing enterprise data standards across various teams and delivery pods.

• Robust background in data modeling, integration patterns, and change data capture concepts.

• Experience with metadata and catalog tools such as Collibra, Alation, or Qlik.

• Practical experience implementing glossary and lineage capabilities in modern data platforms.

• Ability to convert technical metadata into business-friendly definitions and documentation.

• Experience establishing data privacy controls in regulated or high-sensitivity environments.

• Experience with access management and the operationalization of privacy requirements.

• Experience collaborating with security, governance, and engineering teams to facilitate compliant data sharing.
