This is a fully remote position, open to applicants in Washington.
• Offering subject matter expertise throughout the critical minerals and materials value chain, from upstream mining to downstream manufacturing and circularity, with a focus on enhancing U.S. supply chain resilience and energy innovation initiatives.
• Assisting DOE CMEI technical and programmatic activities related to: Mining and mineral production acceleration and modernization, processing, separation, refining, and metallurgy innovation, battery, magnet, and advanced materials supply chains, and recycling and circular economy strategies, including battery materials.
• Creating or evaluating high-quality client deliverables such as market and supply chain assessments, technical memos, landscape scans, program design inputs, stakeholder summaries, and briefings that meet ICF and client standards.
• Aiding in the identification and assessment of opportunities to enhance critical materials security through strategies aligned with DOE’s CMM program focus areas, such as broadening supply, developing alternatives, enhancing manufacturing efficiency, and promoting reuse/recycling.
• Facilitating stakeholder engagement with industry, states, communities, labs, and other partners—translating technical subjects into clear, actionable insights.
• Contributing to or reviewing content for communication materials (fact sheets, case studies, website content, outreach materials) that accurately and accessibly describe complex technical efforts.
• Assisting proposal and capture initiatives by delivering technical solutions, win themes, or quick-turn inputs for DOE, state, and private sector opportunities in critical minerals and mining.
• Maintaining a client-first, quality-oriented approach consistent with ICF’s commitment to actionable guidance and prompt, high-quality delivery.
• Bachelor's degree in a relevant field such as mining engineering, geology, metallurgical/materials engineering, chemical engineering, environmental engineering, earth sciences, or a similar technical discipline.
• Over 10 years of proven experience in critical minerals and materials, including one or more of the following areas: mining/mineral economics, mineral processing, separation/refining, metallurgy, battery materials, rare earths, recycling/circularity, manufacturing supply chains, or resource strategy.
• In-depth understanding of critical mineral supply chain risks and resilience strategies, along with their relationship to energy technology, manufacturing, and national security goals.
• Experience in producing client-ready technical deliverables (memos, reports, briefings) that adhere to high standards of clarity, accuracy, and defensibility.
• Exceptional interpersonal skills; ability to collaborate within multi-disciplinary teams and engage directly with clients and stakeholders.
• Capability to function effectively in an on-call capacity, adjusting time and workload according to project demands.
