• Oversee the entire contracting process from initiation to completion.
• Manage contracts, including supporting negotiations, drafting correspondence, and ensuring proper documentation is maintained.
• Execute commonly utilized contracting methods related to pre-award, post-award, and/or price/cost analysis functions to carry out well-defined and established contract actions.
• Act as a point of contact between Government and commercial contractors concerning contracting matters.
• Engage in program reviews, status briefings, and customer interactions whenever the contracting office is involved.
• Keep updates and communicate bid and proposal information consistently.
• Establish and maintain a network of communications with contracting specialists/officers.
• Utilize sound judgment in interpreting guidelines, adapting procurement procedures to specific circumstances, and recommending solutions to encountered issues.
• Manage company contract files in compliance with acquisition regulations.
• Administer and/or close out contracts following regulatory guidance and procedures.
• Maintain journals or ledgers within an accounting system and balance and reconcile accounts effectively.
• Review invoices and statements to verify information, ensure adequate funds have been allocated, and resolve any discrepancies with the submitting unit regarding the accounts involved.
• Analyze transactions and processing materials for application within accounting frameworks.
• Examine and reconcile operating reports by contacting relevant units, investigating discrepancies, and taking necessary actions to ensure account balances.
• Develop and oversee subcontract agreements.
• Prepare modifications for subcontractor actions, including contracts, purchase/delivery/task orders, and blanket purchase agreements as needed.
• Review Non-Disclosure Agreements and Teaming Agreements.
• Analyze and interpret RFP/RFQ documentation in collaboration with the Team Lead and pursuit personnel to formulate solicitation questions affecting pricing.
• Contribute to the preparation of proposals, including pricing and scheduling details, and coordinate requirements effectively.
• Assist in developing and publishing the Pricing Volume content prior to submission.
• Create cost/price proposal exhibits to effectively and compliantly convey necessary cost/price data.
• Define pricing requirements during the proposal planning and scheduling process.
• Support the development and communication of pricing and subcontracting strategies for proposals, and execute those strategies.
• Coordinate the review of pricing volumes with management.
• Mentor staff to ensure their comprehension of procurement terms, methodologies, processes, and the proper preparation of contract files and related electronic documentation and procurement actions (e.g., contract, order, modification) for execution.
• Bachelor’s Degree with a concentration in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
• Over 10 years of experience in federal contracting.
• DAWIA or FAC-C Level III certification (Preferred).
• Extensive knowledge of the FAR and DFARS.
• General understanding of the proposal life cycle and contract types, including fixed-price, cost, T&M/FPLH, GSA Schedules, BPA/IDIQs; experience with Commercial and State & Local contracting is a plus.
• Familiarity with Federal or State/Local solicitation pricing requirements and evaluation criteria.
• Experience with the concepts of cost vs. price and a general understanding of cost accounting structures for direct and indirect costs.
• Capability to accurately develop and maintain pricing models, summarize data, and conduct peer validation/auditing functions.
• Proficiency in performing complex cost and/or price analysis functions.
• Comprehensive working knowledge of federal procurement regulations and policies.
• Proficient and experienced in using electronic media, including Microsoft Office software (Word, Excel, PowerPoint, etc.).
• Exceptional writing skills and the ability to communicate effectively both verbally and in writing.
• Must be legally authorized to work in the United States without the necessity for employer sponsorship, now or at any time in the future.
