This is a fully remote position, open to applicants in Texas.

📋 Description

• Develop and oversee procurement strategies; establish suitable procurement and contracting methods.

• Support department and project managers in creating specifications and statements of work.

• Prepare and distribute formal solicitations (IFB, RFP, SOQ) in accordance with relevant laws, rules, and regulations.

• Identify qualified vendors, host vendor conferences, and address vendor inquiries.

• Evaluate bids and proposals; conduct responsibility assessments and determine responsiveness.

• Perform cost and price analyses; set pre-negotiation positions and lead negotiations.

• Draft price negotiation memoranda and recommend vendors for contract awards.

• Create contractual terms and conditions, including findings and determinations, for supply, service, and construction contracts (fixed-price, variable quantity, and cost-reimbursable).

• Monitor contract performance and resolve issues during the execution phase.

• Develop contract management plans and perform contract surveillance to ensure compliance.

• Review insurance certificates and bid, performance, and payment bonds for compliance.

• Participate in post-award conferences and ensure the receipt of required submittals and deliverables.

• Review invoices and certified payrolls to ensure contractual compliance and timely payment.

• Address audit exceptions; create and monitor corrective action plans.

• Analyze intricate contracting issues and propose solutions, including alternative approaches to established precedents.

• Document findings of fact related to contract disputes.

• Issue cure notices, show-cause letters, and manage terminations for default or convenience.

• Negotiate and finalize settlement documents for partial or complete contract terminations.

• Prepare and implement contract modifications.

• Conduct contract closeout activities in line with regulatory and contractual requirements.

• Prepare procurement-related items for Board agendas.

• Uphold the Capital Metropolitan Transportation Authority’s Safety Management System (SMS) by following safety and security policies and reporting concerns.

• Perform additional duties as assigned.


⛳️ Requirements

• Bachelor’s degree in purchasing or a related field. Relevant experience may be substituted on a one-for-one basis for up to four (4) years.

• (CPM) Certified Purchasing Manager, (CPCM) Certified Purchasing Contracts Manager, (CPPO) Certified Public Procurement Officer, (APDP) Acquisition Professional in Supply Management, or similar certification preferred, but must be obtained within one (1) year of employment.

• Three (3) years of procurement experience, including either three (3) years in government or transit-related fields using formal solicitation methods and contract administration; or three (3) years of supervisory experience in Procurement or a directly related field.

• Recent experience with personal computers for data entry, word processing, and spreadsheet applications.

• Knowledge of public purchasing methods and procedures. Familiarity with the Federal Transit Administration’s Circular 4220.1F and Chapter 451 of the Texas Transportation Code is preferred.

• Ability to compile and analyze data and make complex estimations.

• Ability to negotiate effectively, establish and maintain cooperative working relationships, and utilize tact and diplomacy when interacting with internal customers and vendors.

• Ability to communicate clearly and concisely in both written and verbal forms, producing documents with proper sentence structure, grammar, and punctuation.

• Ability to uphold fiduciary responsibility when handling materials and information of a confidential nature.
