This is a fully remote position, open to applicants in United States.
• Assisting program offices in formulating acquisition strategies.
• Providing advice to contracting and program office stakeholders regarding the implications of relevant laws, regulations, policies, and procedures on new requirements.
• Aiding in the execution and documentation of market research activities.
• Supporting the acquisition of necessary reviews and approvals to progress requirements to a solicitation stage.
• Meeting the customer service expectations of program managers and other stakeholders while guiding the development of requirements.
• Responding to data requests as needed.
• Offering proactive support to requesting programs and offices to confirm that requirements are comprehensive and suitable for procurement actions.
• Crafting and refining appropriate solicitation and file documents for review.
• Preparing relevant pre-solicitation and solicitation notices for the vendor community through the appropriate channels.
• Drafting offering letters and related documentation for requirements intended for procurement under the Small Business Administration 8(a) Business Development Program.
• Entering information and documents into the Small Business Customer Experience (SBCX) system for the small business review of procurements as necessary.
• Engaging with and facilitating communication with servicing agencies, as needed, whenever requirements are procured using government-wide acquisition contracts (GWACs).
• Assisting with pre-proposal conferences and other meetings as required.
• Providing support for managing communications with the vendor community.
• Leading discussions on technical evaluations and past performance, and aiding in the scoring and ranking of offers and quotes.
• Analyzing business elements and pricing information of offers and quotes, identifying negotiation objectives, aiding in discussions and negotiations, and documenting findings and outcomes.
• Helping with the documentation of technical evaluations and past performance assessments, as well as source selection recommendations.
• Preparing award documents and supporting materials and organizing resources to facilitate reviews.
• Facilitating the awarding process and the distribution of official copies.
• Completing procurement data reports (SAM/FPDS).
• Drafting appropriate notices of award for OAS review and creating debriefing/feedback documents for unsuccessful offerors.
• Attending the Kick-off meeting.
• Assisting in executing post-award functions for purchase orders/task orders/contracts, such as processing unilateral and bilateral modifications.
• Providing timely notifications of the Government’s intent to exercise options when applicable.
• Ensuring that accurate terms and conditions are included in the award.
• Offering guidance and support to contractors and program officials on administrative matters.
• Performing the complete range of de-obligations on various contracts, from FFP to Cost contracts.
• Creating digital/electronic file folders for each purchase order/task order and/or modification completed.
• Submitting digital/electronic files no later than 10 days after the completion of an action to the OAS contracting officer.
• A minimum of five (5) years of experience in cradle-to-grave contracting.
• Current or prior FAC-C Certification or a civilian equivalent.
• Strong communication skills and the ability to collaborate with cross-functional teams.
