This is a fully remote position, open to applicants in Alabama.
• Oversee and execute the removal of Chemical Warfare Material under fixed-price or cost-plus-fixed-fee contracts for USACE.
• Act as Deputy Program and Client Manager for the USACE Huntsville Center.
• Collaborate with technical specialists to provide remediation services to clients in the federal market.
• Create intricate technical strategies and competitive pricing for the identification and removal of CWM and/or conventional munitions.
• Develop workplans and schedules for CWM operations.
• Oversee budgets and ensure quality standards are met.
• Lead field teams during the execution of removal activities.
• Manage projects in accordance with defined scope, timeline, and budget.
• Draft proposals, including those for Multiple Award Task Order Contracts.
• Promote services and secure new projects.
• Administer CWM projects for the USACE Huntsville Center and/or Redstone Arsenal.
• Willingness to travel as necessary.
• Bachelor's degree in engineering, environmental science, soil science, geology, or a related earth science field.
• More than 10 years of experience, including at least 2 years in a leadership role as a Project Manager for federal projects, or a demonstrated equivalency of experience and/or education.
• Must be a US citizen.
• Preferred experience with USACE MMRP in conducting CWM remediation operations.
• In-depth knowledge of USACE EP 75-1-3.
• Experience in developing and implementing a DDESB-approved Chemical Safety Submission (CSS) for CWM removal actions.
• Strong preference for candidates with over 5 years of experience managing CWM task order work for the USACE Huntsville Center.
• Capability to manage projects within the defined scope, schedule, and budget.
• Knowledge of project financial accounting, reporting, and controls.
• Proficient oral and written communication skills.
• Strong organizational management skills and attention to detail.
• Experience with MMR programs, including CWM and advanced geophysical classification.
• Proven track record in managing CWM projects for the USACE Huntsville Center and/or Redstone Arsenal.
• Competence in proposal writing, including for Multiple Award Task Order Contracts.
• Demonstrated ability to successfully market and secure work.
• Advanced understanding of DoD and USACE MMR CWM requirements and processes.
