This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Take ownership of the entire capture lifecycle for designated opportunities, starting from the initial assignment to the final proposal handoff, encompassing the creation and implementation of the capture plan, competitive evaluations, and winning strategies.
• Provide mentorship and guidance to business development, proposal, and program teams on capture management principles, processes, and best practices, aiming to enhance organizational capture knowledge among team members with diverse levels of understanding of structured capture methodologies.
• In preparation for Pursue Gate readiness, lead and facilitate strategy sessions for essential capture dimensions in collaboration with business development and operations teams.
• Direct customer engagement initiatives essential for shaping requirements, comprehending evaluation priorities, and positioning Titan's unique capabilities ahead of solicitation releases.
• Perform competitive intelligence assessments to evaluate the competitive environment, pinpoint competitor weaknesses, and devise counterstrategies.
• Create win themes and differentiators based on customer-specific intelligence rather than generic corporate messaging, ensuring they are consistently integrated into all capture and proposal materials.
• Organize and lead Blue Team sessions to formulate, stress-test, and fine-tune Titan's technical solution concepts prior to proposal drafting, ensuring the solution is informed by customer insights, competitively distinct, and feasible for execution.
• Oversee and conduct Bid/No-Bid gate reviews, delivering senior leadership an honest, evidence-based evaluation of Titan's position, competitive standing, and likelihood of success.
• Establish and manage teaming arrangements, which include identifying subcontractor and partner needs, leading negotiations on workshare, and executing teaming agreements that align with Titan's cost and technical strategy.
• Collaborate with Titan's pricing team to formulate a price-to-win strategy, ensuring that the pricing approach aligns with the overall win strategy.
• Utilize AI-enabled capture tools to expedite market research, competitive analysis, customer profiling, and opportunity evaluation activities.
• Engage with Titan's Solution group, Titan Labs, and program technical subject matter experts to develop solution concepts that meet specific customer needs and technical evaluation standards.
• Actively participate in proposal development through color team reviews, ensuring that proposal content accurately reflects the capture strategy and the customer intelligence acquired during the capture phase.
• Maintain discipline within Titan's CRM by keeping opportunity data, probability of win assessments, and milestone dates up-to-date and accurate.
• Represent Titan at industry events, customer forums, and professional associations (AFCEA, AUSA, ACT-IAC, etc.) whenever feasible, to enhance the company's visibility and foster relationships within target markets.
• A minimum of 10 years of capture management experience within the federal government IT services sector, with direct accountability for pursuits from opportunity identification to proposal submission.
• A proven history of winning competitive procurements valued at $100M or more, acting as the lead capture manager of record.
• Demonstrated experience in supporting pursuits across at least two of Titan’s three primary market segments, including DOD/IC, Federal Civilian, and SLED.
• Direct hands-on experience with AI-enabled tools in a capture setting, rather than in an adjacent or supervisory role.
• Established capability to develop and present executive-level capture plans, gate review materials, and competitive assessments to senior leadership within the company.
• Experience in leading teaming strategies and executing teaming agreements on large, complex competitive procurements.
• Experience in planning and facilitating Blue Team reviews as part of a structured capture process, including the ability to foster solution consensus among technical, operational, and pricing contributors within tight timelines.
• Strong critical thinking abilities, with a proven record of interpreting ambiguous or incomplete customer and competitive data and transforming it into actionable strategies.
• A self-directed work style with the capability to manage multiple concurrent capture initiatives across various agencies and acquisition schedules without close supervision.
• Excellent written and verbal communication skills, including the capability to write and edit proposal content at a level comparable to a mid-senior contributor, not limited to just reviewing.
• Must be adaptable and possess experience leading opportunities at different lifecycle stages, ranging from critical recompetes to opportunities that are not fully qualified.
