• Delivers a structured methodology for selecting, managing, and assessing information technology investments within the mission area.
• Design, implement, and revise risk mitigation and risk management strategies on a monthly, quarterly, or annual basis, or as new risks are identified.
• Execute analysis of cost drivers, schedules, and performance metrics for RD systems, including the automation of data gathering and reporting when necessary.
• Provide support for Capital Planning through the creation of investment business cases and accompanying analyses.
• Develop an annual acquisition strategy for RD systems, encompassing related investment associations and relevant Technology Business Management (TBM) attributes.
• Ensure adherence to reporting and submission standards.
• Conduct Capital Planning and Investment Control (CPIC) tasks by producing and maintaining essential USDA CPIC documentation.
• Generate and submit quarterly and semiannual self-assessments for IT investment CIO ratings.
• Create and coordinate quarterly integrated data collection (IDC) submissions.
• Maintain 'Green' CIO ratings within AgMAX and on the Federal IT Dashboard.
• At least 5 years of experience in applying Capital Planning and Investment Control (CPIC) methodologies.
• Comprehensive understanding of OMB Circular A-11, the TBM framework, and federal IT reporting mandates.
• Preferred experience with USDA CPIC processes, AgMAX, and the Federal IT Dashboard.
