Business Development Proposal Manager

This is a fully remote position, open to applicants in Illinois.

📋 Description

• Spearhead the entire proposal development process, encompassing kickoff, scheduling, content integration, reviews, and final submission.

• Ensure top-notch document production quality, guaranteeing proposals are visually cohesive, professionally formatted, and fully compliant with solicitation requirements.

• Act as the team's expert on Microsoft Word, overseeing styles, templates, section breaks, headers/footers, TOCs, cross-references, and complex formatting challenges.

• Precisely enforce page limits, formatting guidelines, and submission requirements.

• Create and manage compliance matrices to ensure all RFP/RFQ instructions are thoroughly addressed.

• Organize color team reviews (Pink, Red, Gold) and facilitate the integration of feedback into final deliverables.

• Collaborate closely with Capture Managers and Solution Architects to compile complete, cohesive responses.

• Oversee proposal schedules and ensure timely delivery across multiple concurrent projects.

• Develop and refine reusable templates, boilerplate content, and standardized response formats.

• Design, implement, and sustain AI-driven proposal workflows, including prompt libraries, content generation pipelines, compliance check automations, and reuse frameworks.

• Build and curate a structured content library optimized for AI-assisted drafting, ensuring past performance narratives, solution descriptions, and boilerplate are properly tagged, versioned, and ready for AI retrieval and synthesis.

• Create and document AI-enhanced standard operating procedures for proposal drafting, editing, and review cycles, facilitating repeatable efficiency improvements across the team.

• Assist with light graphics integration, ensuring visuals are seamlessly incorporated within the document.

• Maintain organized proposal files, version control, and document storage.

• Manage proposal content within SharePoint, including document libraries, version control, permissions, and real-time collaboration across distributed teams.

• Establish and enforce SharePoint-based proposal workflows for draft control, review cycles, and final production.

• Independently generate MRAS and RFI responses by utilizing existing proposal materials, corporate templates, and internal tools, requiring minimal oversight.

• Quickly synthesize prior content, past performance, and standard solution narratives into tailored, submission-ready responses.

• Identify content gaps and proactively coordinate with internal stakeholders to complete responses on accelerated timelines.

⛳️ Requirements

• A minimum of 5 years of experience in managing federal proposals, ideally in a task order, GWAC, or IDIQ setting.

• Advanced proficiency in Microsoft Word is essential.

• Ability to independently create and troubleshoot complex, submission-ready documents without external support.

• Demonstrated capability to deliver high-quality proposals under tight deadlines with minimal errors.

• Strong understanding of federal solicitation structures and compliance requirements.

• Experience overseeing the full proposal lifecycle, including schedules and review cycles.

• Proven ability to manage multiple proposals simultaneously.

• Established ability to independently produce MRAS, RFI, or sources sought responses using existing corporate materials and templates.

• Strong skills in content reuse, adaptation, and synthesis, transforming fragmented inputs into cohesive responses.

• Demonstrated ability to operate with limited direction in fast-paced environments.

• Practical experience using SharePoint for proposal management, including document libraries, version control, permissions, and collaborative workflows.

• Familiarity with AI tools such as Claude, ChatGPT, Copilot, or similar platforms for proposal-specific or content-development applications.

• Knowledge of structured content libraries and prompt frameworks that facilitate consistent, high-quality AI-assisted drafting.
