This is a fully remote position, open to applicants in United States.
β’ Design, develop, and enhance web-based applications, client-server applications, and operating system scripts to automate budget and programmatic workflows within the VHA Specialty Care Program Office.
β’ Execute application development and database programming utilizing Relational Database Management Systems (RDBMS) and SQL, ensuring data integrity, optimal performance, and compliance with VA enterprise architecture standards.
β’ Implement and integrate Commercial Off-the-Shelf (COTS) software solutions into existing VA system architectures, collaborating with stakeholders to ensure smooth adoption and minimal disruption to operations.
β’ Lead and assist in the complete software development lifecycle β encompassing planning, requirements analysis, specification writing, coding, testing, debugging, and production implementation β in accordance with an approved Systems Development Methodology (SDM).
β’ Document testing conditions, create test data sets, conduct program testing, and analyze outcomes to identify defects and confirm that solutions fulfill functional and technical requirements; provide support to users during acceptance testing phases.
β’ Investigate and assess emerging technologies β including automation tools and artificial intelligence/machine learning frameworks β to propose and prototype enhancements that boost budget application performance, reporting capabilities, and process efficiency within VHA program operations.
β’ A minimum of 8 years of practical experience in application development and programming, including web-based applications, client-server solutions, and scripted process automation.
β’ A Bachelor's Degree (BA/BS) in Computer Science, Information Technology, Software Engineering, or a closely related technical field is mandatory.
β’ Previous experience in supporting federal agency IT programs β ideally within the Department of Veterans Affairs (VA), VHA, or a similar federal healthcare or civilian agency environment β is highly preferred.
β’ Capability to obtain and maintain a VA Position of Public Trust (suitability clearance); the candidate must be eligible for VA network access and adhere to all VA security and privacy regulations, including annual security awareness training.
β’ Must be authorized to work in the United States without sponsorship; this position supports a federal government contract and may be subject to additional background investigation requirements.
β’ Proven proficiency in applying a formal Systems Development Methodology (SDM), drafting program specifications, and maintaining technical and process documentation consistent with federal IT project standards.
