Airport ARFF, Fire-Rescue Organizational & Staffing Study SME

This is a fully remote position, open to applicants in United States.

📋 Description

• Evaluate the organizational structure, command hierarchy, shift rotations, minimum staffing levels, and the ARFF Index to ensure compliance with FAA Part 139 and NFPA 403/1710 standards.

• Conduct interviews with firefighters, officers, and the fire chief; analyze training, certification, and response-time documentation.

• Develop peer-airport benchmarks that encompass staffing levels, compensation, apparatus types, and station models, along with staffing scenarios.

• Provide guidance on apparatus replacement, station planning, and capital requirements at a strategic level.

• Compile findings and recommendations, then present them to airport leadership and relevant commissions.

• Contribute qualifications related to ARFF and past-performance narratives to AlphaGov proposals when authorized.

⛳️ Requirements

• A minimum of ten years in airport ARFF or municipal fire services, including roles in officer or chief-level leadership.

• In-depth knowledge of FAA Part 139 ARFF regulations (14 CFR 139.315 to 139.319) and NFPA 403 standards.

• Proven experience in fire department staffing, deployment, or organizational assessments.

• Capability to conduct structured interviews and produce clear findings tailored for executive audiences.

• Comfort working as a 1099/project-based collaborator, including travel for on-site engagements.

• Prior experience as an ARFF chief, deputy chief, or ARFF training officer at a Part 139 airport.

• Experience as a consultant in ARFF or fire department staffing or organizational studies.

• Credentials as a CFO, CTO, or FAA ARFF instructor; experience with NFPA 1710 deployment analysis.

• Background in airport fire station or apparatus planning.
