📋 Description

• Act as a reliable advisor to State Health and Medicaid authorities in crafting an AI strategy that encompasses: Essential enterprise AI capabilities (data readiness, governance, model lifecycle management, tooling).

• Oversee projects from strategy formulation to implementation, emphasizing results, adoption, and sustainable operations.

• Convert intricate health and Medicaid business challenges into implementable AI/ML and analytics solutions utilizing platforms such as Azure, AWS, GCP, Databricks, Snowflake, and related services.

• Collaborate with IT, program, privacy, security, legal, and procurement stakeholders to ensure delivery aligns with agency regulations and policies.

• Conduct workshops for use case discovery and prioritization with stakeholders across various agency divisions.

• Establish an AI use case portfolio and roadmap that harmonizes: Quick-win productivity use cases, Program modernization and long-term transformation, Foundational capabilities (data, governance, operating model) required for scaling.

• Develop pragmatic adoption strategies that include workforce readiness, change management, training, and communication plans.

• Direct solution design and implementation for AI and GenAI capabilities, which encompass: Decision support and predictive analytics, Intelligent document processing, summarization, and search, Customer service and contact center enhancement, Caseworker support tools and workflow automation, Program integrity and anomaly detection.

• Lead and provide guidance on production readiness aspects such as model monitoring, drift, validation, human-in-the-loop workflows, and incident response strategies.

• Utilize Medicaid and state health data expertise across various domains including: Claims and encounters, eligibility and enrollment, provider data, managed care, long-term services and supports, pharmacy, behavioral health, and social determinants.

• Aid in data integration and interoperability strategies using established standards and frameworks such as FHIR, HL7, and relevant health data exchange models.

• Integrate responsible AI practices, ensuring transparency, auditability, and privacy-preserving measures in delivery.

• Foster growth through capture support, proposal development, orals preparation, and strategic initiatives centered on State Health and Medicaid priorities.


⛳️ Requirements

• Bachelor’s degree from an accredited college or university.

• As per our contractual obligations, candidates must reside within the United States and be U.S. Citizens.

• Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST".

• A minimum of seven (7) years of direct experience in AI, data, analytics, or engineering, including applied AI/ML work.

• At least five (5) years of experience delivering technical solutions and programs for public sector clients, with substantial experience in State Health and/or Medicaid settings.

• Proven track record in defining AI use cases, translating business needs into solution requirements, and guiding solutions from concept to execution.

• Strong grasp of AI/ML technologies and data platforms (e.g., Azure/AWS/GCP, Databricks, Snowflake) and contemporary analytics methodologies.

• Familiarity with GenAI capabilities and patterns, including identifying areas for productivity enhancement and necessary controls.

• Experience across the complete delivery lifecycle, including architecture, development oversight, deployment planning, monitoring, and operational support frameworks.

• Demonstrated ability to collaborate with both technical and non-technical stakeholders, ranging from agency executives (CIO, CDO, CISO, program leaders) to engineering and architecture teams.

• Excellent communication, facilitation, and relationship-building abilities.
