This is a fully remote position, open to applicants in United States.
• Act as the primary contact for securing IT approvals for the acquisition of IT hardware, software, and/or services through the Crane Chief Information Officer (CIO) Office and the Navy Information Dominance Approval System (NAV-IDAS) tool.
• Execute functions similar to Acquisition Management Specialists (AMS) and Acquisition Quality Managers (AQM) by creating acquisition packages to facilitate customer IT procurement requests.
• Compile NAVSEA/NAVSUP statistical acquisition reports.
• Create and maintain a digital and/or physical data library of documents and work order files for materials received for processing.
• Collaborate with various AMS and AQM personnel to address customer IT approval procurement requirements and manage documentation as needed.
• Interact with customers/users across departments to gather requirements related to IT procurements; analyze to determine the most effective approval approach; collect necessary information to process requests; review existing compliance areas and guidelines to ensure that the proposed procurement aligns with relevant policies and regulations; and enter Information Technology Procurement Requests (ITPRs) into the NAV-IDAS system.
• Conduct requirements identification, provide assistance on solution determination, develop strategies, write justifications, ensure compliance element adherence/validation, and respond to inquiries including defending the necessity or approach.
• Support and/or execute actions needed to help customers achieve compliance in various compliance fields.
• Monitor all ongoing requests; maintain consistent communication with customers; address rejections and inquiries on ITPRs; liaise with the Crane CIO Office; collaborate with the Crane Functional Area Manager group concerning Navy registration requirements and initiatives; and engage with customers and managers.
• Carry out requirements development/analysis and assist in creating documentation necessary to obtain Navy-level approval for procuring servers and server software intended for use in RDT&E environments.
• Review, follow up, and rectify errors throughout the acquisition cycle.
• Provide tracking and analysis of procurement data to recommend enhancements for quality, scheduling, and efficiency.
• Contribute to the development and upkeep of acquisition documents, assisting with validation/verification, resolution of discrepancies/deficiencies, and the assessment of accuracy/adequacy of acquisition document requirements.
• Ensure compliance with FAR/DFARS/NMCARS, including adherence to the NSWC Crane Acquisition Quality Assurance Guide.
• Develop Procurement Data Packages (PDP) from line departments, ensuring that all pre-solicitation requirements are properly addressed to prepare for solicitation.
• A Bachelor’s degree in a technical field from an accredited institution. (An advanced degree is preferred but not mandatory)
• A minimum of three (3) years of experience is required if the candidate does not hold a Bachelor’s degree.
• DAWIA certification is preferred.
• An active Secret clearance is required.
• At least two (2-5) years of experience in DOD acquisition is necessary.
• Ability to sit and stand for extended periods, and lead and engage in meetings and working groups.
• Excellent communication, organizational, creative, analytical and problem-solving, interpersonal, and presentation skills.
• Familiarity with FAR and DFARS.
• Knowledge of IT compliance for NAVSEA.
