This is a fully remote position, open to applicants in United States.
• Design and implement SafeRide's state RFP go-to-market strategy, including the identification and prioritization of target states based on market size, procurement timing, and competitive landscape.
• Create a systematic capture process that spans from initial intelligence gathering to contract award.
• Develop systems for procurement foresight, encompassing contract lifecycle tracking, RFP pipeline creation, FOIA requests, and competitive intelligence.
• Spearhead pre-RFP positioning strategies to establish SafeRide's reputation and credibility prior to bid releases.
• Formulate compliant engagement strategies with state Medicaid agencies, provider and advocacy groups, as well as industry associations.
• Represent SafeRide at significant state and national forums, collaborating with external experts and local subject matter experts (SMEs).
• Oversee all aspects of state opportunities, including qualification, proposal strategy and development, negotiation, and contract execution.
• Collaborate cross-functionally with RFP writers, pricing/finance teams, marketing, account management, and operations.
• Define and enhance win themes and differentiation strategies to boost proposal competitiveness.
• Conduct red-team reviews and make final submission decisions to guarantee high-quality, compliant proposals.
• Recruit, develop, and expand a specialized team focused on market intelligence, capture management, and proposal development.
• Assume responsibility for a state Medicaid bookings target and cultivate a pipeline of high-probability opportunities to enhance win rates and deal quality.
• A minimum of 10 years of experience in healthcare, government programs, or public sector sales.
• Direct experience with state Medicaid RFPs from the broker, payer, or vendor perspective.
• Demonstrated success in leading complex, multi-stakeholder deal cycles.
• Experience in building or scaling a new go-to-market capability or function.
• Solid understanding of Medicaid program structures, government procurement processes, and compliance aspects in public sector sales.
• Ability to operate in both strategic and hands-on capacities.
• Willingness and capacity to travel approximately 15–20% for state engagements, industry events, and client meetings.
