This is a fully remote position, open to applicants in United States.
• Oversee the technical strategy, roadmap, architecture, development, and implementation of Unified Data Management capabilities within the GMS data ecosystem.
• Establish the current-state and target-state architecture for a secure, scalable AWS IL5/IL6 data platform.
• Design and lead implementations for data lakes, lakehouses, streaming, and batch-processing.
• Direct pipelines for ingesting, normalizing, correlating, enriching, routing, retaining, indexing, cataloging, and sharing operational data.
• Create capabilities for data sharing, cataloging, metadata management, lineage, schema, quality, data contracts, and access controls.
• Deliver data products focused on mission support for network and cyber operations, analytics, automation, and self-healing functionalities.
• Collaborate with AI/ML and AIOps stakeholders to ensure governed, model-ready data and operational decision support.
• Manage integrations utilizing middleware, APIs, message brokers, Kafka, ETL/ELT, data models, and interface-control documents.
• Enhance cloud data workload architecture, including cost, performance, retention, scaling, and observability.
• Mentor engineers, developers, analysts, and testers; assist with backlog management, prioritization, code quality, design reviews, and project delivery.
• Incorporate data capabilities into DevSecOps, CI/CD, infrastructure as code, automated testing, simulators, and deployment workflows.
• Produce architecture, data-flow, system-design, interface, implementation, testing, acceptance, and transition documentation.
• Diagnose and improve data flows, pipeline reliability, data quality, query performance, integrations, and platform limitations.
• Ensure compliance with DoD cybersecurity standards, governance, encryption, auditability, RMF, DISA STIG, and classified/unclassified requirements.
• Collaborate with product owners, architects, operations, network and cyber teams, vendors, and government stakeholders.
• Assist Engineering Review Boards, conduct trade studies, alternatives analyses, ROMs, proposals, roadmaps, and modernization recommendations.
• Assess emerging technologies in data engineering, cloud, AI/ML, AIOps, governance, automation, and network operations.
• Bachelor's degree in Computer Science, Data Engineering, Software Engineering, Systems Engineering, Information Systems, or a related technical field with over 8 years of relevant experience; Master's degree with over 6 years; or equivalent additional experience in place of a degree.
• Proven experience in leading strategy, architecture, design, development, and delivery of data-driven capabilities in complex enterprise or mission environments.
• Practical experience with data lakes/lakehouses, distributed data platforms, streaming architectures, ETL/ELT, data integration, data modeling, and processing of structured/semi-structured/unstructured data.
• Extensive hands-on knowledge of Confluent Kafka or Apache Kafka.
• Familiarity with the Elastic Stack, including Elasticsearch, Logstash, and Kibana.
• Experience with AWS data-platform services such as EC2, S3, IAM, KMS, CloudWatch, Lambda, Kinesis, networking, storage, and cost optimization.
• Knowledge of secure data sharing, data catalogs, metadata management, schema governance, lineage, and data quality.
• Experience with middleware, APIs, message brokers, microservices, and data exchange patterns.
• Software development proficiency in Python, Java, SQL, or similar programming languages.
• Experience with OpenShift, Kubernetes, Docker, and various deployment patterns.
• Familiarity with DevSecOps, CI/CD, Git/Bitbucket, Jenkins/CloudBees or equivalent tools, Artifactory, Ansible, infrastructure as code, configuration as code, automated testing, and controlled releases.
• Working knowledge of Agile methodologies, Jira, and Confluence.
• Ability to create and review technical documentation and engineering artifacts.
• Understanding of cybersecurity measures, encryption, access controls, IAM, least privilege principles, auditing, and secure design for classified/unclassified environments.
• Familiarity with DISA STIGs, RMF, DoD cybersecurity policies, and compliance frameworks.
• Capability to lead technical teams, mentor engineers, facilitate design decisions, and resolve complex technical challenges.
• Excellent written and verbal communication abilities.
• Eligibility to obtain and maintain a DoD Secret security clearance; active Secret clearance preferred at the start.
• Ability to acquire Security+ or an equivalent DoD 8570 IAT II certification within the required timeframe after starting.
• Preferred: Experience with DISA, DISN, DODIN, GSM-O, GMS, or DoD network/cyber operations.
• Preferred: Familiarity with Databricks, Spark, Delta Lake, Unity Catalog, Apache NiFi, Apache Flink, Kafka Streams, ksqlDB/KSQL, AI/ML, AIOps, NLP, LLM-enabled support, network fundamentals, and relevant certifications.
