Staff Technical Program Manager, Data Marketplace

📋 Description

• Take ownership of the complete program management for strategic initiatives within LiveRamp’s Data Marketplace, overseeing everything from the initial scoping and requirements to launch and post-launch optimization, while ensuring accountability, timelines, and success criteria are clear.

• Facilitate coordination and communication of product and engineering efforts across various teams and stakeholders (Product, Engineering, Sales, Partnerships, Operations, and Support) to ensure alignment on priorities, milestones, and risks.

• Lead the software development lifecycle for marketplace programs, encompassing ideation, specification, prioritization, design, implementation, testing, launch, and iteration, utilizing data to inform tradeoffs and decisions.

• Collaborate with Product Management to convert the needs of customers, partners, and internal stakeholders into actionable roadmaps, well-defined program plans, and thoroughly documented requirements.

• Develop and sustain program plans, dependency maps, and risk registers for intricate, cross-functional initiatives (such as new marketplace features, extensive partner integrations, and platform migrations), ensuring they are kept current and easily accessible.

• Establish, implement, and monitor program health metrics (for example, delivery predictability, cycle time, defect rates, adoption/usage, and operational SLAs) to drive ongoing improvements.

• Facilitate efficient Agile ceremonies and cross-team rituals (planning, backlog refinement, standups, demos, and retrospectives) to enhance predictable delivery and boost team engagement.

• Oversee cross-functional incident and issue responses for marketplace-related problems: organize triage, coordinate short-term mitigation, and ensure follow-up actions and root-cause analysis are conducted.

• Identify process gaps and friction points in the delivery of marketplace work (e.g., handoffs between teams, release processes, partner onboarding workflows) and spearhead structured initiatives to enhance or redesign these processes.

• Generate and sustain concise, executive-ready status reports for your programs, emphasizing progress, risks, necessary decisions, and impacts against goals.

• Advocate for best practices in program and project management across the Data Marketplace and related teams, aiding in the standardization of tools, templates, and workflows where beneficial.

• Foster a culture of ownership, collaboration, and inclusivity by exemplifying our values and assisting teams in navigating ambiguity, shifting priorities, and demanding timelines.

⛳️ Requirements

• Over 5 years of experience as a Technical Program Manager, Program Manager, or a similar role in a software product or platform setting, successfully delivering intricate, cross-functional initiatives.

• Proven experience collaborating with Agile development teams (Scrum, Kanban, or similar), including leading or supporting key ceremonies and enhancing team processes.

• Demonstrated ability to manage programs that traverse multiple engineering teams and stakeholders, with clear evidence of driving outcomes in terms of schedule, scope, quality, or business impact.

• Strong technical fluency—capable of understanding system architecture diagrams, APIs, and data flows sufficiently to identify dependencies, clarify requirements, and assist in technical decision-making.

• Exceptional written and verbal communication skills; adept at tailoring the level of detail to your audience and summarizing complex issues clearly for both technical and non-technical stakeholders.

• Strong analytical and problem-solving abilities with experience leveraging metrics to assess program health, detect issues early, and guide prioritization.

• Comfortable in fast-paced, uncertain environments; able to structure unstructured problems, formulate plans from incomplete information, and adapt as conditions evolve.

• Experience coordinating incident response or production support activities with engineering, support, and customer-facing teams.

• Capable of managing multiple programs or workstreams simultaneously, organizing competing priorities, and keeping stakeholders aligned on what is most critical.

• Background in adtech, martech, data platforms, or marketplace/aggregation products is advantageous but not mandatory.

• Bachelor’s degree or equivalent practical experience.
