Specialist II, Procurement – Consultancies and Services

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee and implement moderately complex to complex procurement tasks related to services and consultancies, which encompass supplier research, solicitations, bid evaluations, negotiations, awards, and preparation of contracts or purchase orders.

• Ensure the maintenance of comprehensive, accurate, and audit-ready procurement files throughout the entire procurement process.

• Examine contracts and purchase orders for thoroughness, accuracy, compliance, risk factors, supplier issues, and implementation challenges; escalate any matters that require additional scrutiny.

• Facilitate contract administration in collaboration with requestors, contract owners, suppliers, and other stakeholders, addressing modifications, implementation challenges, supplier performance issues, and closeout procedures.

• Assess and document suggested adjustments to scope, pricing, timelines, terms, or supplier responsibilities, providing support for amendments or modifications to purchase orders.

• Counsel requestors, budget holders, and country program colleagues on procurement needs, sourcing alternatives, lead times, market insights, documentation, and contractual matters.

• Offer remote or on-site procurement assistance to country programs during peak workloads, staffing shortages, recruitment transitions, and other capacity demands.

• Assist in procurement reporting by providing updates, issue summaries, risk assessments, and analysis of recurring needs, bottlenecks, documentation deficiencies, and supplier issues.

• Propose sourcing strategies such as framework agreements or blanket purchase agreements for repeated or labor-intensive procurements.

⛳️ Requirements

• Bachelor's Degree in a relevant discipline or equivalent professional experience.

• At least 5 years of experience in procurement or purchasing management or administration, ideally within an international organization.

• Demonstrated experience in reviewing and negotiating contracts.

• Experience in leading procurements for services and consultancies, including review of statements of work, development of evaluation criteria, selection of consultants or firms, cost reasonableness assessments, contract documentation, and procurement risk management.

• Proficient in Microsoft Office Suite, including Excel, Word, and PowerPoint.

• Familiarity with donor procurement regulations such as those from USAID, EU, and UN.

• Knowledge of international and national procurement regulations as well as local market conditions.

• Understanding of contract terms, procurement principles, and supplier engagement practices.

• Ability to identify procurement risks, compliance issues, and contractual challenges.

• Strong attention to detail and capability to review procurement documents for completeness, accuracy, audit readiness, and compliance.

• Excellent planning, coordination, analytical, negotiation, communication, and relationship management skills.

• Capability to interpret procurement requirements and convey processes, sourcing considerations, contractual implications, and risks to a diverse range of stakeholders.

• Ethical conduct in line with recognized professional and organizational standards of ethics.

• Proficiency in English is required.

• Willingness and ability to travel up to 30%.

• Professional certification is preferred.

• Experience with database management systems, such as MS Access, is preferred.
