This is a fully remote position, open to applicants in United States.
• Grasping customer needs and crafting/writing proposals that are award-winning, precise, and executable.
• Organizing Rough Order of Magnitudes (ROMs) and customer presentations.
• Composing successful proposals for the U.C. Team.
• Assisting in the development of high-quality new business and on-contract growth/sole source initiatives for service orders, program modifications, and project requests.
• Executing or coordinating all tasks to finalize bids and aiding in solution development when necessary.
• Leading proposal submissions and responses to Government requests for standard, medium, and high complexity program modifications and projects, as well as standard service orders.
• Contributing to the enhancement of standard proposal libraries to support organization-wide proposal development tools and templates.
• Aiding in customer negotiations.
• Collaborating with internal teams to create solutions, proposals, and other required documentation.
• Ensuring proposals are accurately scoped, evaluating assumptions, identifying risks, assessing costs, and confirming that responses meet requirements.
• Leading proposal review meetings to ensure the integration of all proposal activities.
• Directing proposal writing efforts and identifying subject matter experts who can effectively contribute to proposal responses.
• Developing and managing proposal schedules to ensure milestones and tasks are completed by internal and external teams, ensuring they meet and exceed proposal deadlines and deliver on commitments to the Government.
• Assisting in the creation of presentation materials for both internal and external purposes while ensuring consistency and adherence to company standards.
• Guiding teams through all phases of proposal development, including Basis of Estimate (BOE) and Bill of Materials (BOM) activities, pricing, and submissions.
• Establishing bid budgets and overseeing efforts within those parameters.
• Interpreting technical and management requirements from Federal Government solicitations (e.g., RFPs, RTEPs, RFIs).
• Overseeing/producing schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessions.
• Facilitating Shipley color reviews for proposals (e.g., Initial Draft, Red Team) and providing ongoing recommendations to ensure compliance and improve proposal scores.
• Ensuring document and version control for all deliverables.
• Maintaining proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are in place for a successful proposal submission.
• Managing multiple proposal tasks, often with rapid turnaround deadlines.
• Bachelor's degree (preferred).
• Shipley Associates Proposal Training/Certifications (preferred).
• 12+ years of experience in proposal writing/management for Federal Government and DoD clients.
• Expert knowledge of industry practices, advanced techniques, and solutions within a professional discipline to develop new standards, processes, and solutions.
• Ability to engage with executive leadership (internally or client) on matters of significant importance to the organization/project.
• Strong communication skills with customers, capable of demonstrating a clear understanding of RFIs/RFPs/SOOs/SOWs/IDIQs.
• Previous experience in developing and managing federal contract proposals.
• Excellent analytical skills, with the ability to identify and enhance processes and determine needs for successfully delivering proposals within tight timelines.
• Ability to multitask, self-assign work, and thrive in a dynamic, fast-paced environment.
• Proficient in tools such as SharePoint Online, MS Project, Excel, Word, and Teams.
• Exceptional verbal and written communication skills, capable of conveying information concisely.
• U.S. citizenship and eligibility to obtain a DoD SECRET security clearance.
• Ability to manage multiple projects concurrently.
• Skill in creating original content using interview and research techniques.
