This is a fully remote position, open to applicants in Washington.
• Act as the Subject Matter Expert (SME) and overseer for the NAVSEA Enterprise Planning System (NEPS) implementation in alignment with the NEPS advisory group (NAG).
• Cultivate relationships with NEPS stakeholders to identify specific business needs and prioritize enhancements to the system.
• Ensure that NEPS functionalities align with task planning and reporting requirements.
• Assist in integrating NEPS with Planning, Programming, Budgeting, and Execution (PPBE) processes, budget formulation, execution monitoring, financial reporting, and portfolio management activities.
• Function as the main analyst and advisor, directly reporting to the CFO on strategic objectives and initiatives related to portfolio financial management.
• Develop and uphold governance frameworks, business processes, organizational performance metrics, and reporting systems.
• Oversee and evaluate budget execution performance, funding utilization, obligation and expenditure trends, and financial risks.
• Aid leadership in decision-making by creating executive briefings, dashboards, reports, and data-driven recommendations.
• Facilitate collaboration among deputy organizations and support both PAE and non-PAE activities.
• Lead special projects, organizational transformation initiatives, and process enhancement efforts that align with organizational goals.
• Monitor system performance, user feedback, and opportunities for enhancement to promote continuous improvement.
• Analyze task plans, phasing plans, spending plans, resource forecasts, and performance metrics to bolster financial decision-making and transparency within the organization.
• Track program and portfolio performance against set goals, milestones, and resource constraints.
• Identify opportunities for automation, standardizing processes, and implementing data-driven management practices.
• Serve as the key liaison between executive leadership, functional organizations, technical teams, and external stakeholders.
• Establish and nurture relationships with stakeholders across various organizations.
• Prepare correspondence for executives, strategic communications, and decision memorandums.
• Maintain effective communication with senior leadership regarding program status, risks, opportunities, and recommendations.
• A Bachelor's degree in Business Administration, Finance Management, Information Systems, Engineering, or a related discipline.
• At least 10 years of experience in program management, financial management, business operations, or enterprise systems.
• Background in supporting Department of Defense, Department of the Navy, NAVSEA, or similar federal entities.
• Proven experience in leading cross-functional teams and managing complex initiatives with multiple stakeholders.
• Demonstrated expertise in strategic planning, governance, process improvement, and performance management.
• Strong analytical, communication, and organizational capabilities.
• Exceptional written and verbal communication skills, including experience with executive-level briefings.
• Familiarity with NAVSEA financial management processes, budget execution, and enterprise planning activities (Desired).
• Experience with Planning, Programming, Budgeting, and Execution (PPBE) processes (Desired).
• Background in supporting CFO organizations, resource management, or financial operations (Desired).
• Proficiency in Microsoft Power BI/Apps/Automate, SharePoint, Microsoft Teams, and data analytics tools (Desired).
• PMP, Agile, Scrum, DAWIA, or DoD Financial Management Certification preferred (Desired).
