This is a fully remote position, open to applicants in California.
• Manage all stages of the acquisition process, from initiation to contract closeout.
• Evaluate major procurements to ensure accuracy, timely contracting, comprehensive documentation, and adherence to regulatory standards.
• Create and uphold standard operating procedures for the procurement and receipt of goods and services.
• Prepare procurement documentation related to supplies, equipment, services, architect-engineering, construction, and furnishings.
• Draft specifications, solicitations, requests for information, proposals, and quotations.
• Conduct supplier research and assessments based on price, quality, selection, service, support, reliability, production capabilities, and historical performance.
• Prepare documentation for contracts, awards, and purchase orders.
• Record initial obligations and adjustments while ensuring documentation remains up-to-date.
• Evaluate and monitor contract performance, addressing any conflicts that arise.
• Coordinate delivery and installation processes with CAHSR, vendors, contractors, and supporting contractors.
• Facilitate customized contract draft reviews in collaboration with Legal, Risk Management, Audit Services, Environmental Services, Safety, and other stakeholders.
• Ensure adherence to legal, regulatory, and internal CAHSR policies.
• Address customer and supplier inquiries regarding order status, modifications, and cancellations.
• Monitor requisitions, contracts, and orders.
• Reconcile outstanding invoices and process payments according to contractual terms.
• Promote and uphold safety in everyday activities.
• Mentor and coach designated procurement staff.
• Perform additional assigned duties in support of AECOM and CAHSR.
• BA/BS degree with 8 years of relevant experience, or a demonstrated equivalency of experience and/or education.
• In-depth knowledge of the California State Contracting Manual, including competitive and non-competitive bidding, SB/DVBE participation, contract formation, and amendments.
• Familiarity with Cal eProcure/FI$Cal systems.
• Contracting Professional Certification: FAC-C Professional, DAWIA Level II or III, or an equivalent certification.
• Excellent written and verbal communication skills.
• Ability to handle multiple tasks, maintain organization, and prioritize effectively in dynamic environments.
• A Master's degree or higher in Business, Acquisitions, Legal, or a related field is preferred.
• At least six years of relevant experience related to the preferred master's-degree track.
