Senior Policy Analyst – FCOI, Research Affiliation Agreements

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Offer expert advice on Research Affiliation Agreements for research trainees, encompassing the development, review, and renewal of agreements.

• Assist in the negotiation, drafting, and management of Research Collaboration Agreements between the VA and university affiliates.

• Contribute subject matter expertise to the creation of software/system solutions aimed at managing Financial Conflict of Interest (FCOI) for VA employees with dual university or NPC roles.

• Examine and interpret VA policies and federal regulations concerning affiliation agreements, dual appointments, outside compensation, and financial conflicts of interest, including waivers to 18 U.S. Code § 208.

• Counsel VA program leaders and research personnel on regulatory obligations and compliance issues related to affiliation agreements and FCOI.

• Investigate and evaluate pertinent VA, VA Non-Profit Corporation, and affiliate university policies to guide recommendations and identify potential gaps or risks.

• Support the formulation and/or review of policy directives, handbooks, guidance documents, and standard operating procedures concerning affiliation agreements and conflict of interest management.

• Create briefing materials, white papers, and issue-specific analyses related to affiliation agreements and FCOI for VA leadership.

• Collaborate with VA program offices, university affiliates, and NPC representatives to facilitate the prompt resolution of affiliation agreement and FCOI issues.

• Communicate effectively and professionally with internal and external stakeholders to aid the achievement of program compliance goals.


⛳️ Requirements

• Bachelor's degree in a scientific, biomedical, public health, or related discipline (e.g., life sciences, health administration, research administration).

• Over 8 years of experience in policy analysis, regulatory compliance, or related roles within a complex organization, including experience in a scientific or biomedical research setting (e.g., clinical research operations, academic research administration, or sponsored programs/grants management).

• Proven knowledge of VA regulatory standards regarding affiliation agreements, dual appointments, outside compensation, and financial conflicts of interest.

• Strong comprehension of VA, VA Non-Profit Corporations, and affiliate university relationships and frameworks.

• Demonstrated capability to independently manage responsibilities and provide policy/regulatory direction with minimal supervision.

• Excellent written and verbal communication abilities, including experience in preparing policy analyses, briefing materials, and guidance documents.

• Capacity to obtain and maintain a public trust clearance.

• Legal eligibility to work in the U.S.
