This is a fully remote position, open to applicants in New Jersey.
• Oversee the comprehensive delivery of intricate IT projects, programs, and operational workflows within the energy efficiency and utility sectors.
• Set operational goals, create work plans, prioritize delivery schedules, establish staffing strategies, and define performance expectations for project teams.
• Provide guidance to managers, business analysts, technologists, vendors, subcontractors, and cross-functional teams involved in technology delivery.
• Take ownership of project and portfolio management encompassing scope, timeline, budget, risk, quality, communication, change management, and stakeholder engagement.
• Act as a senior escalation point for intricate delivery challenges, competing priorities, client issues, vendor obstacles, and interdepartmental dependencies.
• Create methodologies, techniques, metrics, and evaluation standards to assess project performance, team efficiency, risk exposure, and delivery results.
• Collaborate with client stakeholders, ICF leadership, subject matter experts, and delivery teams to identify business requirements, shape expectations, and implement technology-driven solutions.
• Influence decision-making across various functional areas, client teams, vendors, and internal leadership to meet program and business objectives.
• Recognize project risks, financial vulnerabilities, operational challenges, and delivery obstacles.
• Formulate mitigation strategies and response plans.
• Provide strategic oversight on IT governance, system documentation, requirements management, testing, implementation planning, release readiness, and post-launch stabilization.
• Drive continuous improvement initiatives that enhance delivery processes, boost operational efficiency, elevate quality, and minimize delivery risks.
• Support business expansion by identifying opportunities to enhance ICF’s capabilities, elevate client service, strengthen delivery models, and assist with proposal or contract-related tasks as necessary.
• Proactively raise risks, ensuring project budgets are tracked and monitored effectively.
• Assist in crafting proposal content and pricing strategies.
• Aid the IT Director in generating accurate revenue forecasts, estimating profitability, and calculating margins.
• Manage a team of analysts focused on employee development, retention, and onboarding processes.
• Support the IT Director in hiring and training new team members.
• Identify opportunities for expanding work with current clients as well as potential cross-selling initiatives.
• Mentor, coach, and develop team members, including managers, senior analysts, and individual contributors, to facilitate professional growth and broaden responsibilities.
• Promote an inclusive, collaborative, accountable, and high-performing team culture.
• Report project status, risks, decisions, recommendations, and performance updates to client stakeholders, ICF leadership, vendors, and cross-functional teams.
• Proven experience in creating project plans, delivery governance, performance metrics, budgets, schedules, staffing strategies, and operational work plans.
• Demonstrated consulting expertise, including client-facing delivery, stakeholder management, executive communication, and expectation management.
• Experience in identifying, managing, and escalating project risks, financial vulnerabilities, scope alterations, dependencies, and delivery obstacles.
