Senior Federal Contracts and Subcontracts Management Consultant

📋 Description

• Oversee and direct the complete lifecycle of federal contracts, including negotiation, execution, and compliance review.

• Create and execute efficient contract management processes, ensuring thorough risk assessments and mitigation strategies.

• Provide advice and collaborate with internal stakeholders regarding contract terms, compliance issues, and performance metrics.

• Perform comprehensive contract analysis to identify trends, opportunities, and areas for enhancement.

• Offer training and mentorship to junior contract personnel to strengthen contract management capabilities.

• Keep track of changes in federal regulations and policies, evaluating their effects on existing contracts.

• Prepare and deliver reports to senior management concerning contract status and compliance-related matters.


⛳️ Requirements

• Over 10 years of experience in federal government contract management, supporting IDIQ, Task Order, and Subcontract execution under large federal vehicles (preferably VA, DoD, HHS, DHS).

• Proven expertise in interpreting and enforcing FAR Part 16 (IDIQ), FAR Part 42 (Prime/Sub oversight), and FAR Changes clauses as they pertain to Task Orders and subcontractor rights.

• Proficiency in IDIQ task order environments and traditional federal set-aside contracting (WOSB, HUBZone, and 8(a)), along with a clear understanding of the operational differences between primes and subcontractors within each structure.

• Extensive working knowledge of the Federal Acquisition Regulation (FAR), DFARS where applicable, and the practical application of these regulations to IDIQ task orders, set-aside vehicles (WOSB, HUBZone, 8(a), SDVOSB), and subcontractor management in a prime/sub environment is essential.

• Direct experience working for or advising Prime contractors and subcontractors on the execution of awarded Task Orders.

• Proven experience in resolving performance, scope, and execution conflicts between Prime and Subcontractors.

• In-depth understanding of how credentialing, onboarding, and security clearance timelines intersect with contractual obligations in healthcare and professional services contracts.

• Strong capability to review existing subcontract language and identify risks, leverage points, and enforcement mechanisms.

• Experience advising small businesses and federal subcontractors on positioning as primes.

• Exceptional analytical and writing skills with the ability to draft clear contractual position statements and executive-level communications.

• Ability to provide practical, actionable guidance with a deep understanding of FAR regulations within large multi-year and multi-billion dollar contracts.
