This is a fully remote position, open to applicants in United States.
• Manage the entire lifecycle of prime and subcontract processes while ensuring adherence to federal regulations.
• Evaluate, negotiate, and administer all contracts, modifications, non-disclosure agreements (NDA), teaming agreements (TA), subcontract agreements, 1099-consultant agreements, proposal and bid documentation, and all contract-related documentation.
• Provide daily oversight and management of federal prime contracts including GSA Schedules, IDIQs, and other substantial MACs from initiation through to closeout.
• Collaborate with Program Managers to assess contractual terms, pinpoint gaps, and mitigate performance or other compliance risks.
• Proactively identify contractual, performance, and compliance risks; formulate mitigation strategies; and lead resolution efforts with internal teams and government representatives.
• Ensure the timely delivery of contractual obligations and prompt responses to CPARS evaluations.
• Collaborate closely with Finance & Accounting to confirm contract values, funding, timekeeping, billing, and other financial obligations.
• Maintain contract files and setups within the Unanet ERP system, ensuring all data is accurate.
• Assist Business Development with data requests, due date monitoring, and quote/RFP submissions.
• Submit quarterly SRS and IFF payments for GSA Schedule(s).
• Organize and plan compliance activities, including audits by GSA and DCAA.
• Develop and uphold internal contract administration SOPs, templates, checklists, and compliance controls to ensure consistency and audit readiness across all contract actions.
• Ensure compliance with all Federal Acquisition Regulations (FAR), FAR supplements, and Defense Federal Acquisition Regulation Supplement (DFARs).
• Guarantee the proper handling of controlled unclassified information (CUI), proprietary data, and sensitive government materials in line with federal security requirements.
• Review, negotiate, and manage all subcontracts, modifications, non-disclosure agreements (NDA), teaming agreements (TA), 1099-consultant agreements, proposal and bid documentation, and all subcontract-related files.
• Responsible for preparing and administering subcontracts, task orders, and subsequent amendments in accordance with customer specifications, government regulations, and Significance procurement policies and procedures.
• After subcontract award, ensure the receipt, accuracy, and timeliness of documents submitted by subcontractors related to subcontract deliverables, while monitoring performance against schedule, cost, and technical objectives.
• Conduct subcontract administration tasks, including preparing and negotiating subcontract documents, such as task orders, performance work statements, and modifications.
• Oversee lower-tier subcontractor and 1099-consultant vetting, onboarding, awards, renewals, funding requests, administrative contractual modifications, issuing termination notices/roll-off, and contract closeouts.
• Support Business Development with data requests, due date tracking, and quote/RFP submissions.
• Manage and uphold all insurance requirements with subcontractors, ensuring the annual certificate of insurance (COIs) is updated.
• Maintain monthly subcontractor FSRS reporting.
• Create, manage, and track lower-tier subcontractor and 1099-consultant purchase orders in Unanet.
• A minimum of seven years of comprehensive contract and subcontract lifecycle management, negotiation, and proposal development experience.
• Extensive knowledge of the FAR and DFAR supplements.
• Must possess experience with complex contracting and negotiations, including all contract award types such as GWAC (SEWP IV, OASIS+, SeaPort NxG), IDIQs, single-award, CPFF, T&M, LH, and FFP.
• Proficient in Unanet, MS Office Applications (Excel, Word, PowerPoint), and SharePoint.
• Familiarity with SAM.gov, FPDS, PIEE/WAWF, CPARS, GovConnect / GSA FAS systems, DoD SAFE, and other federal procurement systems.
• Experience in preparing and submitting ISR and SSR reports in the government’s electronic Subcontracting Reporting System (eSRS) is advantageous.
• Assist with compliance related to GSA Schedules and monthly sales reporting.
• Execute close-out processes as required.
• Possess strong interpersonal skills for effective communication, a collaborative mindset, excellent organizational skills with attention to detail, and a proven ability to foster strong relationships with vendors and internal stakeholders.
• Ability to coordinate and prioritize multiple projects in a fast-paced environment.
• Knowledge of Cost Accounting Standards (CAS) is a plus.
• Understanding of Mentor-Protégé Joint Ventures is a plus.
• Experience with mergers, acquisitions, contract novation, and SBA size recertification.
• Bachelor’s degree in business administration or a related field (**10 years of contract administration experience may be accepted in lieu of a degree**).
• Minimum of 7 years of relevant experience in federal and/or state government contracting.
• Certified Contract Management Associate (CCMA) or equivalent certification is preferred.
• Ability to work independently with minimal supervision.
• Capability to obtain a DOD security clearance, if necessary.
• Must be a U.S. citizen with no dual citizenship.
