This is a fully remote position, open to applicants in Alabama, +4 more states.
• Assist the Missile Defense Agency with the Integrated Research and Development for Enterprise Solutions (IRES) contract.
• Draft solicitation documents, assess solicitation methods, and pinpoint sources for solicitation.
• Evaluate and analyze task order and subcontractor proposals.
• Negotiate deviations from work statements, schedules, and terms and conditions.
• Act as the primary point of contact for subcontractors and project team leadership.
• Review solicitations, pricing strategies, contract terms and conditions, and identify risks along with mitigation alternatives.
• Create and negotiate subcontracting solutions, including Master Service Agreements.
• Maintain documentation files for both internal and external audits.
• Conduct cost and/or price analysis and substantiate awards.
• Collaborate across functions to meet requirements and deadlines.
• Manage subcontract modifications and document communications with subcontractors.
• Oversee subcontracts in accordance with statements of work and delivery schedules.
• Execute formal subcontract closeout following project completion.
• Assess subcontractor invoices against negotiated terms and conditions.
• Ensure prompt contract execution and consistency of final contract documents with negotiated agreements.
• Review FAR and DoD Supplement regulations to ensure compliance.
• Assess contract performance and identify the need for amendments or extensions.
• Provide dispute resolution, including the development and tracking of Letters of Concern to resolution.
• Coordinate activities and participate in fact-finding meetings.
• Collaborate with proposals and technical teams on Statements of Work, purchase request submissions, and vendor competitions.
• Maintain and present subcontractor-specific metrics to leadership.
• Work independently with minimal supervision under tight timelines and changing priorities.
• Mentor and oversee subcontract administrators.
• 12 or more years of general full-time work experience; this requirement may be reduced with the completion of advanced education.
• 8 or more years of directly relevant experience.
• At least 2 years of experience in a management or leadership capacity.
• Proficient in Microsoft Office Applications (Word, Excel, and Outlook), and SharePoint.
• Must possess, or be able to obtain, an active DoW Secret Security Clearance.
• Willingness to travel up to 10% of the time.
• Understanding of contractual risks applicable to subcontract negotiations.
• Familiarity with contract types including IDIQ, CPIF, T&M, and firm-fixed price.
• Proven ability to execute and interpret federal regulations in contracts.
• Exceptional written and verbal communication as well as interpersonal skills.
• Capability to mentor and manage subcontract administrators.
