This is a fully remote position, open to applicants in Virginia.
• Oversee key elements of program design for DSM/DER portfolios (residential, commercial, and cross-cutting), which encompass measure characterization, segmentation, incentive strategies, delivery models, and KPIs aligned with regulatory submissions and cost-effectiveness evaluations.
• Assess the impacts of DER/DSM integration and adoption: convert load flexibility and electrification scenarios into actionable program and portfolio strategies; collaborate with internal teams to evaluate program value (including locational value and other value streams) and practical implementation considerations.
• Leverage, modify, and expand ICF tools for novel applications to aid in forecasting, benefit–cost analysis, program targeting, and scenario development.
• Deliver analytical and technical assistance to implementation teams: calculator/model development, data pipelines, dashboards, QA/QC, and evaluation support in cooperation with program delivery, IT, and data science teams.
• Provide guidance on regulatory strategies: assist in the creation and analysis of utility filings, testimony support, stakeholder workshops, and responses to inquiries regarding DSM/DER program portfolios.
• Contribute to the creation of innovative, precise, timely, and high-quality products and services, typically managing multiple projects alongside staff at all levels.
• Support business development activities: shape pursuits, devise solution strategies, and aid in crafting persuasive proposals; collaborate with practice leads and solution owners.
• Co-author reports and various client deliverables, journal articles, white papers, and marketing materials.
• Manage project workstreams: oversee scope, schedule, budget, risk/issue logs, and client communications; mentor junior staff.
• Bachelor’s degree in engineering, energy, economics, public policy, data science, or a related field.
• Over 5 years of pertinent experience in energy consulting/utility programs, including DSM program design, DER planning/integration, regulatory support, or program implementation analytics.
• Ability to successfully pass a background check and drug screening.
• Master’s degree (MA/MS/MEng) in a related field; strong writing skills and ability to communicate effectively with clients.
• Practical experience with analytical tools, including Excel and coding-based analytics tools (Python and R-based) or equivalent utility analytics frameworks; proficiency in Excel and at least one of SQL/Python/R, as well as Power BI or similar BI tools.
• Understanding of DER technologies (heat pumps, water heating, storage, EV/managed charging, DR enablement), valuation (NPV/IRR, ISO market mechanisms), and utility cost-effectiveness; experience in engaging with regulators and stakeholders.
• Experience in creating program design artifacts (logic models, savings algorithms, segmentation/targeting) and familiarity with cost-effectiveness tests (e.g., TRC, UCT).
