This is a fully remote position, open to applicants in United States.

📋 Description

• Lead initiatives for capturing key defense, maritime, autonomy, and dual-use opportunities.

• Create and uphold capture strategies, winning plans, competitive evaluations, and timelines for execution.

• Collaborate across Growth, Engineering, Operations, Finance, Product, and Leadership teams to advance opportunities and ensure readiness for pursuit.

• Assist in customer engagement efforts which include industry events, partner collaboration, technical exchanges, and proposal crafting.

• Manage internal capture processes, encompassing schedules, action tracking, reviews, deliverables, and decision points.

• Oversee the execution of proposals, ensuring compliance, gathering necessary artifacts, coordinating staffing, supporting pricing, and preparing for final submission.

• Aid in the identification and management of teaming partners, subcontractors, and strategic collaborators aligned with specific pursuits.

• Support activities related to pipeline management, forecasting, and prioritization of opportunities.

• Confirm that opportunities align with Havoc’s operational capabilities, technical roadmap, and strategic objectives.

• Lead transition efforts from capture to execution following contract award.

• Develop and sustain program startup plans, schedules, milestones, and coordination mechanisms across functions.

• Act as the operational link between Growth and Mission Operations teams to ensure continuity in meeting customer expectations and delivery commitments.

• Monitor risks, dependencies, customer action items, and readiness for execution throughout the program lifecycle.

• Coordinate internal stakeholders and resources to achieve successful delivery outcomes.

• Support Program Managers and technical teams in customer reporting, milestone tracking, and execution coordination.

• Ensure proposals are feasible, realistic, and in alignment with operational constraints and delivery capabilities.

• Assist in maintaining customer success and relationship continuity in the early stages of execution.

• Develop scalable processes for capture execution, proposal management, and the transition to delivery workflows.

• Keep opportunity documentation, lessons learned, and institutional capture artifacts updated across the organization.

• Create repeatable playbooks, templates, operational cadences, and internal best practices for growth and execution teams.

• Foster accountability among internal stakeholders to sustain momentum on strategic pursuits and operational priorities.

• Enhance visibility, communication, and execution discipline across intricate cross-functional initiatives.

• Support the establishment of operational rigor while maintaining agility in a fast-paced startup setting.


⛳️ Requirements

• Over 5 years of experience in capture management, program management, business operations, or roles focused on defense growth.

• Experience in supporting or leading initiatives related to DoD, Navy, SOCOM, or federal opportunities.

• In-depth understanding of the capture lifecycle, proposal development, and government contracting processes.

• Proven ability to manage complex cross-functional projects under tight deadlines.

• Experience in transitioning programs from pursuit to execution or operational delivery settings.

• Strong organizational, communication, and stakeholder management skills.

• Capability to operate effectively in fast-paced, dynamic environments with shifting priorities.

• Comfortable navigating ambiguity and driving execution with minimal oversight.

• Preferred experience in autonomy, maritime systems, robotics, defense technology, or dual-use technology environments.
