• Reporting to the Senior Director of Safety Assurance, the Regulatory Compliance Principal is primarily accountable for overseeing activities related to the ongoing certification of the Aireon ATS Service, as well as Aireon’s status as an Air Navigation Services Provider (ANSP) by the European Aviation Safety Agency (EASA).
• The Regulatory Compliance Principal is crucial in ensuring that Aireon adheres to EASA regulations, facilitating effective communication with EASA regarding certification, compliance monitoring and response, and shaping Aireon’s stance on future EASA Notices of Proposed Amendment (NPAs) concerning existing or forthcoming regulations that may impact the organization.
• By closely collaborating with other safety and compliance professionals, the Regulatory Compliance Principal will ensure that the application and adherence to all enterprise-level policies and procedures at Aireon align with regulatory requirements, and will guarantee that the Regulatory Requirement project on JIRA is regularly assessed and updated as necessary.
• Ensure that Aireon's ongoing adherence to EASA regulations (specifically EU 2017/373) is properly documented through the JIRA project, reviewed, and modified as needed, ensuring that evidence statements accurately demonstrate compliance and are updated in line with identified changes.
• Provide suitable oversight and guidance for Part-IS implementation (EASA Regulation (EU) 2022/1645) and support the development of the DPO certification application (EASA Regulations (EU) 2023/1769 and 2023/1768).
• Ensure that procedures and documentation comply with international standards and regulations as defined by the European Union Aviation Safety Agency (EASA), the International Civil Aviation Organization (ICAO), National Supervisory Authorities (NSA), and other relevant organizations.
• Actively evaluate and prepare a proposed position statement for Aireon concerning any EASA notices of proposed amendment (NPAs) or other regulatory changes. Subsequently, lead any agreed actions in response to such NPAs.
• In partnership with the Aireon QA team, manage and conduct internal aviation safety audits against identified regulations both within Aireon and across contracted services, fostering collaboration with international air navigation service providers and other aviation stakeholders.
• Provide safety and quality audit training to Aireon team members upon request.
• Foster a robust safety culture by leading through example.
• Oversee the design and testing methodologies to ensure they are suitable for purpose and deliver appropriate evidence to support compliance.
• Represent Aireon at various decision-making forums as requested.
• A bachelor's degree or professional equivalent in an aviation-related field, aviation safety management, quality management, systems engineering, or aeronautical engineering.
• At least ten years of experience in a highly regulated environment such as an air traffic management safety program or in the air traffic surveillance technology sector within an ANSP, Airline Operator, Regulator, or NSA, with practical experience in ADS-B and/or Mode S considered a significant advantage.
• Comprehensive knowledge of EU Aviation Safety Regulation and its application.
• In-depth understanding of Risk Management and its critical role in safety.
• Prior experience with software assurance standards and methodologies (i.e., RTCA DO-278A, RTCA DO-178, or their European equivalents), particularly in assurance derivation, integration, and testing.
• Completion of audit techniques certification or lead auditor qualification, supported by experience in leading and conducting audits.
• Extensive knowledge of international aviation regulations (specifically European Commission Regulation No 2017/373).
