This is a fully remote position, open to applicants in United States.
• Oversee the processes for capital intake, triage, and gate review.
• Validate capital appropriation request workbooks while analyzing funding sources and ensuring financial compliance.
• Facilitate decision-making forums with leadership from Engineering, Finance, and Operations.
• Ensure that project scopes, schedules, budgets, execution strategies, and construction efforts remain on schedule.
• Conduct business-case analyses utilizing NPV, IRR, LCCA, and ROI methodologies.
• Develop budgets, estimates, forecasts, and recommendations for investment prioritization.
• Monitor undistributed budgets, risks, opportunities, and performance against the Annual Operating Plan.
• Contribute to rolling forecasts for 3–5 years and deliver comprehensive long-range 5-year plans.
• Manage the enterprise backlog while identifying trends in degradation, capacity, and operational risks.
• Enhance data flows from CMMS, condition assessments, reliability indicators, and risk registers.
• Create dashboards, heat maps, and reports on portfolio health, execution, and funding.
• Establish and uphold global standards for project justification and documentation.
• Collaborate with teams across Engineering, Reliability, Facilities, Finance, Procurement, Strategy, and regional transformations.
• Support strategic and cost-effective investments across RTX facilities and infrastructure.
• A minimum of 8+ years of experience prioritizing capital investments.
• Bachelor's degree in Engineering, Finance, Facilities, Business Administration, Computer Science, or a related field, or an equivalent combination of relevant work experience and education in lieu of a degree.
• At least 5+ years of experience interfacing in real estate, engineering, operations, business management, financial management, portfolio management, project management, and/or aviation program leadership.
• 5+ years of experience in budgeting, capital planning, portfolio management, asset management, facilities engineering, and/or FP&A.
• 3+ years of experience in advanced data analytics, predictive modeling, CMMS, investment planning tools, enterprise risk platforms, Python, and visualization tools such as Power BI or Tableau.
• 2+ years of advanced modeling skills using NPV, IRR, LCCA, and ROI.
• Understanding of GAAP, direct and indirect costs, capital investment policy, color of money, and financial compliance.
• Capability to create executable project scopes, schedules, and budgets; validate assumptions; identify risks; ensure financial compliance; and support execution according to the plan.
• Familiarity with architectural, civil, electrical, and mechanical infrastructure.
• Proficient in Excel and business intelligence solutions such as Tableau or BI.
• Experience in interpreting condition assessments, reliability indicators, risk registers, and MEP infrastructure inputs.
• Familiarity with MEP facility and utility infrastructure, building systems, asset lifecycle degradation, and reliability engineering concepts including FMEA, RCM, and MTBF.
• Experience in enterprise risk management, hazard identification, mitigation tracking, and proactive risk assessment.
• Experience with operating model design, change management, budget planning, executive presentations, and standardized investment frameworks.
