This is a fully remote position, open to applicants in Texas.
• Develop, execute, and uphold the Program Quality Management Plan (QMP) in alignment with Client specifications, FTA Quality Management System Guidelines, and the Client’s Quality Program Plan; submit for Client evaluation and approval.
• Lead and sustain a Quality Management System (QMS) that adheres to ISO 9001 standards for the program.
• Act as the primary authority on QA/QC governance for the team and all program stakeholders.
• Ensure quality assurance and control for all delivered services and work products.
• Monitor and assess the quality performance of the team, design consultants, and construction contractors.
• Review and analyze designer and contractor quality plans for adherence to contract requirements, Client protocols, and the Program Management Plan (PMP).
• Recommend the Client's approval of all designer quality plans before their implementation.
• Review and sanction contractor quality plans to ensure robust quality control and the effective execution of inspection, testing, and commissioning requirements.
• Supervise QA/QC activities throughout all program stages, including design, procurement, manufacturing, construction, testing, and commissioning.
• Manage and guide quality inspectors, field inspectors, and QA/QC personnel throughout the program.
• Plan and conduct independent quality audits to verify compliance and performance.
• Track and manage nonconformance reports (NCRs), corrective and preventive actions, and quality metrics.
• Provide consistent quality updates to Client leadership, including audit findings, trends, and recommendations.
• Collaborate with program leadership and technical teams to ensure seamless integration of quality across all disciplines.
• Implement continuous improvement initiatives and document lessons learned.
• Identify and mitigate quality risks throughout the program lifecycle.
• Bachelor’s degree in Engineering, Construction Management, Business Management, or a related field.
• Certified Manager of Quality/Organizational Excellence (CMQ/OE) or equivalent is preferred.
• Additional certifications are preferred (e.g., ASQ Certified Quality Auditor (CQA), ISO 9001 Lead Auditor).
• Over 7 years of experience in engineering and/or quality management in a relevant field.
• At least 4 years of experience leading quality programs on large infrastructure or transit projects.
• Experience with multi-disciplinary programs (e.g., systems, vehicles, civil, construction).
• Proven experience in developing and implementing Quality Management Plans (QMPs).
• Strong understanding of FTA quality requirements, ISO 9001, and audit procedures.
