Public Health Technical Lead

📋 Description

• The Technical Lead plays a crucial role in designing and implementing interoperable public health data exchange and AI solutions.

• Accountable for the technical design and execution of data exchange, interoperability, and AI/ML solutions that support surveillance, reporting, analytics, and various public health applications.

• Oversees overall QA/QC and addresses troubleshooting issues encountered throughout the technology stack.

• Guides architects, engineers, analysts, and informaticists in transforming client requirements into effective technical strategies.

• Facilitates the application of interoperability standards such as HL7 v2, FHIR, CDA, APIs, and terminology systems within public health environments.

• Leads technical discussions, design sessions, and reviews; ensures documentation of decisions, assumptions, and dependencies.

• Evaluates technical deliverables and documentation to ensure alignment with scope, requirements, and quality standards.

• Identifies technical aspects related to integration, security, privacy, onboarding, and data-sharing constraints, while discussing potential mitigation strategies with the team.

• Assists with integration testing, validation, and troubleshooting of exchanges when necessary.

• Shares technical insights and lessons learned across projects and supports the mentorship of junior team members.


⛳️ Requirements

• A bachelor’s degree is mandatory.

• At least FIVE (5) years of relevant experience in a Technical Lead position.

• Proficient knowledge and experience in assisting clients with the modernization and implementation of technology solutions (Cloud, AI, analytics, and data management).

• Comprehensive understanding of the tech stack, covering everything from infrastructure requirements to UI/UX design, analytics, and system maintenance.

• Capable of documenting system integration processes and conducting flow analysis while reviewing detailed technical documentation.

• Experience in public health informatics, specifically within public health surveillance, epidemiology workflows, and STLT public health operations.

• Proven ability to convey technical concepts clearly to a non-technical audience.

• Strong analytical thinking and problem-solving skills.

• Demonstrated experience with public health data exchange and interoperability involving PHAs, laboratories, registries, healthcare partners, and federal systems.

• Familiarity with public health standards and artifacts (e.g., HL7 v2, CDA, FHIR).
