This is a fully remote position, open to applicants in United States.
• Oversee the entire proposal process from initiation to submission, acting as the main coordinator for all proposal-related activities (e.g., RFPs, RFIs, RFQs).
• Analyze solicitations to pinpoint essential elements necessary for compliant submissions.
• Develop, communicate, and manage proposal timelines and critical deadlines.
• Formulate and send inquiries to the government as part of the solicitation procedure.
• Direct the efforts needed to effectively gather multi-functional teams for conducting Blue, Pink, Red, and Gold Team proposal evaluations according to Shipley best practices.
• Organize and facilitate proposal reviews and debriefing sessions.
• Monitor all proposal activities and collaborate with action owners to finalize outstanding tasks.
• Support proposal writers and subject matter experts by supplying shell proposal sections, graphics, draft cover letters, and standardized materials.
• Collaborate closely with cross-functional teams, including project managers, business development, and operations, to collect content that meets solicitation requirements.
• Edit and review proposal documents for clarity, precision, and consistency in accordance with company branding and proposal guidelines.
• Aid in the upkeep and enhancement of a repository of standard proposal texts, templates, and past submissions to facilitate future response efforts.
• Remain informed about government procurement trends and agency-specific requirements to ensure proposals align with changing client demands and writing best practices.
• Evaluate proposals for compliance and provide constructive feedback to address any compliance deficiencies.
• Submit final proposals following government instructions and verify receipt with relevant government stakeholders.
• Organize executive-level virtual meetings, including preparing agendas, documenting minutes, and tracking outcomes and action items.
• Work autonomously and proactively to complete assignments within the framework of provided instructions, established routines, and accepted practices.
• Participate as a member of an integrated team, sharing products, best practices, and information throughout the PSI growth organization.
• Execute related tasks as assigned by the supervisor.
• Bachelor's degree.
• 5-8 years of applicable experience.
• Experience managing proposals for the Department of Defense (DoD) or related defense agencies.
• In-depth knowledge of federal contracting requirements, proposal compliance, and types of solicitations.
• Strong familiarity with Shipley proposal management processes and best practices.
• Experience in submitting Sources Sought, RFIs, RFPs, and RFQs for proposal types, including IDIQs, MATOCs, and SATOCs, both unrestricted and restricted.
• Proven experience leading and supporting RFPs on significant federal vehicles.
• Understanding of pricing proposal exercises for Firm Fixed Price, Time and Materials, and Cost Reimbursement.
• Proficiency in formatting and creating documents, presentations, and spreadsheets as needed in response to solicitations and internal process tracking.
• Familiarity with SAM.gov, GovWin, and FPDS.
• Detail-oriented with strong organizational skills to manage multiple deadlines and prioritize tasks effectively.
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.
• Knowledge of proposal management software (e.g., SharePoint).
• Ability to comprehend and interpret complex solicitation documents and translate them into clear, persuasive proposals.
• Excellent interpersonal skills to communicate effectively with team members at all organizational levels.
• Capability to excel in a fast-paced, deadline-driven environment, managing multiple priorities at once.
