This is a fully remote position, open to applicants in United States.
• Oversee the effective development and submission of successful proposals.
• Enhance and refine the proposal infrastructure, tools, reusable content, and processes that contribute to long-term growth efficiency.
• Assist in business development, capture, marketing, and delivery efforts that directly bolster ongoing pursuits or position the company for upcoming opportunities.
• Manage the entire proposal lifecycle (RFIs, Sources Soughts, RFPs, RFQs, etc.) from opportunity qualification to submission and post-submission evaluations.
• Draft Technical, Management, Past Performance, and other necessary sections to meet customer specifications.
• Create proposal timelines, compliance matrices, outlines, storyboards, and production plans.
• Lead proposal teams comprising technical/delivery staff, pricing, contracts, recruiting, and executive leadership.
• Guide proposal strategy, win themes, distinguishing factors, messaging, and customer-centric content.
• Ensure proposals meet solicitation requirements, evaluation criteria, and submission directives.
• Organize color team reviews (Pink, Red, Gold, White Glove) and guarantee timely integration of reviewer feedback.
• Supervise proposal production, quality assurance, formatting, graphic coordination, and final submission.
• Maintain repositories for proposals, templates, boilerplate content, resumes, past performance libraries, and proposal knowledge management assets.
• Evaluate proposal metrics and implement ongoing process enhancements to boost proposal quality and win rates.
• Collaborate with business development personnel to assess opportunities aligned with the company’s strategy.
• Review opportunities listed on eBuy, SAM.gov, etc., and offer pursuit recommendations.
• Engage in bid/no-bid decision-making processes.
• Support capture planning efforts including competitive analysis, customer research, teaming strategies, and win strategy formulation.
• Aid in crafting executive summaries, capability statements, and customer presentation materials.
• Collaborate with teaming partners throughout the capture and proposal processes.
• Help maintain visibility into the opportunity pipeline to facilitate proposal planning and resource forecasting.
• Work together on the development of corporate capabilities materials, solution briefs, white papers, case studies, and other customer-facing content.
• Support marketing efforts that directly empower business development and proposal initiatives.
• Coordinate communications regarding contract awards, certifications, partnerships, and company accomplishments as necessary.
• Collaborate with delivery leadership to identify reusable technical content, past performance, and staffing resources.
• Capture insights from project execution to enhance future proposals.
• Assist with transition activities between proposals and program initiation when required.
• Support customer presentations, oral proposals, and technical demonstrations.
• Continuously enhance the company’s proposal and growth processes, templates, tools, and knowledge repositories, prioritizing initiatives that directly improve proposal quality, efficiency, and likelihood of winning.
• Monitor key growth metrics such as proposal throughput, submission quality, win rate, and proposal resource utilization.
• Develop and sustain reusable proposal assets, including templates, graphics, standard language, proposal checklists, and knowledge repositories.
• Manage the company’s past performance repository, resume library, and proposal content management strategy.
• Evaluate and adopt AI-assisted proposal development tools and workflows that enhance proposal quality and team productivity.
• Suggest process improvements and automation opportunities that increase the efficiency and effectiveness of proposal operations.
• Contribute to strategic planning and annual growth initiatives.
• A Bachelor’s degree or equivalent professional experience is required.
• A minimum of 8 years of experience in supporting Federal Government proposal management, capture, business development, or growth operations.
• Proven track record of leading complex Federal proposals under FAR-based procurements.
• Strong knowledge of Federal proposal best practices, compliance management, and proposal review methodologies.
• Experience with opportunities across Federal Civilian agencies and/or the Department of Defense.
• Excellent writing, editing, and verbal communication abilities.
• Outstanding organizational and project management skills with the capability to handle multiple concurrent priorities.
• Strong leadership and collaboration capacities with cross-functional teams.
• Proficiency in Microsoft Office and proposal collaboration tools.
• Preferred certifications: APMP Foundation, Practitioner, or Professional Certification.
• Experience in supporting digital modernization, low-code platforms, AI, cloud, cybersecurity, or enterprise IT services.
• Familiarity with GSA MAS, GWACs, BPAs, IDIQs, and task order competitions.
• Understanding of Shipley proposal methodologies.
• Experience in supporting oral presentations and demonstrations.
• Experience in implementing AI-assisted proposal development or knowledge management solutions.
