This is a fully remote position, open to applicants in United States.
• Act as the main point of contact for the Government concerning all contract-related issues and policy matters, collaborating with the CMS Contracting Officer (CO) and Contracting Officer’s Representative (COR).
• Facilitate the post-award Kick-Off Meeting and orientation briefing within seven (7) business days following the award, covering management strategy, project work plan, staffing, communication, risk management, and configuration management.
• Create, sustain, and implement the Project Management Plan and Integrated Master Schedule (IMS), updating the work plan no more frequently than monthly as project circumstances change.
• Oversee project staff and any subcontractors to adhere to deadlines established for both standard and expedited reviews of Eligibility Determinations and Payment Determinations.
• Guarantee the timely production of high-quality deliverables, including the Audit Strategy, Audit Roadmap, individual audit reports, Preliminary and Final Annual Audit Reports, and the Operational Readiness and Transition Report.
• Promptly inform CMS of any issues arising from contract management, including unexpected increases in inquiry or appeal volumes and the team's capability to manage workload challenges; oversee project expenditures.
• Ensure quality assurance on all draft audit reports to confirm that adequate justification is documented for each audit decision.
• Lead efforts in recruiting, retaining, onboarding, and replacing qualified personnel; adjust resources in response to changing audit volumes and program requirements.
• Manage subcontractor performance and cost controls, ensuring that the use of subcontractors and consultants is selective, strategic, and does not elevate project costs.
• Oversee the contractor’s Quality Control Plan and continuous improvement processes; utilize performance data to enhance processes during Phase 1 and assist in the transition to Phase 2.
• Protect sensitive healthcare information and ensure compliance with the No Surprises Act, the Federal IDR regulations at 45 CFR 149.510, applicable HHSAR clauses, and all contract security and privacy mandates.
• A minimum of seven (7) years of pertinent professional experience managing Federal and/or State contracts as a principal investigator or similar role.
• Proven history of managing multi-year, multi-task federal projects of comparable scope, scale, and complexity — ideally in healthcare compliance, program integrity, or audit programs.
• Bachelor’s degree in a relevant field (e.g., public administration, health policy, business, accounting, healthcare administration, or a related discipline); an advanced degree is preferred.
• Demonstrated ability to manage geographically distributed audit or compliance teams, including oversight of subcontractors, performance monitoring, and corrective actions.
• Exceptional written and verbal communication skills, including experience briefing senior federal stakeholders and producing publication-quality reports.
• Availability and commitment to fulfill the Key Personnel role for the entire performance period; a signed letter of commitment will be required at proposal submission from any candidate not currently employed by the prime contractor or a proposed subcontractor.
• Capability to obtain and maintain any necessary CMS security and privacy clearances and to complete CMS-required training.
