This is a fully remote position, open to applicants in District of Columbia, +1 more state.
• Provide strategic leadership, oversight, and technical direction for sudden-onset disaster initiatives led by World Relief within a multi-country humanitarian consortium project.
• Spearhead the design, implementation, monitoring, and accountability of a rapid response mechanism for urgent humanitarian needs in fragile environments.
• Coordinate context monitoring, needs assessments, response recommendations, concept development, and internal decision-making for rapid response activations.
• Mobilize funding opportunities for crisis response and coordinate emergency submissions, response strategies, partner selection reviews, and internal contributions.
• Draft and contribute to concept notes, donor narratives, response strategies, assessment summaries, logframes, budget narratives, and materials for emergency response.
• Oversee the collection, review, consolidation, and submission of project reports from country offices and implementing partners.
• Develop and uphold a project management framework for diverse project implementers.
• Represent World Relief alongside consortium co-leads and the project Prime in planning, decision-making, reporting, learning, and problem-solving.
• Foster partnerships with program partners, in-country stakeholders, government authorities, and implementing organizations.
• Supervise project sub-awardees and consulting relationships, including recruitment, vetting, and contracting of consultants.
• Provide briefings and recommendations to World Relief International Programs leadership.
• Serve as a technical and program design resource for World Relief’s disaster response portfolio.
• Review emergency response designs and advise country, regional, and home office teams on response quality, assessments, monitoring, and adaptive management.
• Support organizational planning for public health emergencies, natural disasters, conflict-related displacement, and other acute crises.
• Directly supervise and mentor an assigned Program Officer, including work planning and performance management.
• Lead staff in alignment with World Relief’s Christian values, including praying with staff and leading devotionals.
• Mature and personal Christian faith.
• Commitment to World Relief’s mission, vision, and values.
• Ability to affirm and/or acknowledge World Relief’s Core Beliefs, Statement of Faith, Christian Identity, and the National Association of Evangelicals’ For the Health of The Nation document.
• Master’s degree in management, humanitarian assistance, international development, or a related advanced field.
• A minimum of 7 years’ experience in international humanitarian or development assistance implementation and/or leadership, including significant experience in complex emergencies or rapid responses.
• Excellent oral and written communication skills in English.
• Extensive experience managing U.S. Government-funded projects, ensuring compliance with USG regulations and donor requirements.
• Ability to establish strong cross-cultural relationships.
• Familiarity with humanitarian quality and accountability standards such as CHS and Sphere, with the ability to apply them to response design and monitoring.
• Demonstrated experience in monitoring and evaluation, including indicators, logframes, assessment approaches, and the use of qualitative and quantitative data.
• Ability to manage competing priorities and work effectively under pressure.
• Strong analytical and problem-solving skills.
• Willingness and ability to travel extensively to fragile contexts with increased risk or hardship.
• Preferred: expertise in project management, grant compliance, and donor reporting.
• Preferred: experience managing remote and multi-location programs.
• Preferred: experience with consortium-led projects.
• Preferred: experience in sudden-onset disaster response, epidemics, outbreaks, conflict displacement, public health emergencies, or rapid-response financing.
• Preferred: experience with emergency response concept notes, donor submissions, program design documents, DADDs, technical guidance, or decision documentation.
• Preferred: experience regarding partner capacity, sub-award readiness, or emergency implementation quality.
• Preferred: experience in partner mapping, partner selection, and designing locally led or partner-driven humanitarian responses.
• Additional language skills, particularly in French or Arabic, are preferred.
