Product Owner – Senior Program Analyst

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Act as the functional bridge between Federal Agency stakeholders and Agile delivery teams working on a cloud-hosted enterprise digital services platform.

• Convert mission requirements, operational workflows, and stakeholder feedback into actionable user stories, acceptance criteria, and prioritized backlog entries.

• Collaborate with engineering, UX, data, and operations teams to ensure that requirements are well-defined and aligned with technical delivery strategies.

• Facilitate backlog refinement, assist with sprint planning, and coordinate development priorities in conjunction with program leadership.

• Enhance user experience by gathering stakeholder feedback, analyzing platform usage trends, and pinpointing areas for improvement in digital services.

• Engage in testing and validation processes to ensure that delivered functionalities meet both functional requirements and stakeholder expectations.

• Work with program leadership to ensure that development priorities are in line with mission objectives and operational requirements.

• Oversee and mentor project leads and/or technical personnel, executing supervisory responsibilities in compliance with the organization's policies and applicable laws.

⛳️ Requirements

• A Bachelor’s degree in Business Administration, Information Technology, Information Systems, Computer Science, or a related discipline.

• A minimum of eight (8) years of experience in supporting federal IT programs, enterprise digital platforms, or mission-oriented applications.

• At least four (4) years of experience in personnel management, matrixed team leadership, or project/program management that involves coordination and oversight of work across geographically dispersed teams.

• Proven experience in gathering and translating stakeholder requirements into user stories, functional specifications, or technical requirements.

• Familiarity with Agile delivery environments and supporting backlog management and sprint planning activities.

• Experience in supporting testing and validation efforts, including user acceptance testing or requirements verification.

• Excellent communication and organizational skills with the capability to connect business needs with technical execution.
