This is a fully remote position, open to applicants in United States.
• The Procurement Specialist is tasked with managing and coordinating procurement activities for federal construction projects.
• Oversee the procurement lifecycle for construction materials, equipment, subcontractors, and professional services, ensuring adherence to the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency-specific guidelines, and company policies.
• Collaborate closely with project management, estimating, operations, contracts, finance, and external vendors to secure quality goods and services that align with project schedules, budgets, and contractual commitments.
• Build and sustain strategic relationships with government agencies, prime contractors, subcontractors, suppliers, and small business partners.
• Facilitate procurement activities for construction materials, equipment, subcontractors, and professional services in compliance with company policies and relevant government regulations.
• Prepare, issue, and manage Requests for Quotations (RFQs), Requests for Proposals (RFPs), Invitations for Bid (IFBs), and other solicitation documents.
• Oversee competitive bidding processes, which include bid solicitation, bid tabulation, commercial evaluation, and vendor recommendation.
• Assess supplier and subcontractor proposals regarding pricing, technical capability, schedule, quality, and contractual compliance.
• Negotiate pricing, commercial terms, delivery schedules, service agreements, and subcontract terms while safeguarding the Company's contractual and business interests.
• Draft purchase orders, subcontract agreements, modifications, and procurement documentation.
• Coordinate material deliveries and subcontractor mobilization to align with project timelines.
• Maintain procurement files and documentation according to company record retention policies and government audit requirements.
• Monitor supplier and subcontractor performance and assist in addressing procurement, contract administration, delivery, quality, and payment issues.
• Identify, evaluate, and prequalify vendors and subcontractors for federal construction projects.
• Develop and maintain a database of qualified suppliers and subcontractors.
• Work with internal departments to enhance procurement systems, workflows, and operational efficiency.
• Provide guidance and training to project teams regarding procurement policies, subcontract administration, and regulatory compliance.
• Bachelor’s Degree in Business Administration, Supply Chain Management, Construction Management, or a related field, or an equivalent combination of education and experience.
• A minimum of 3 years of experience in procurement, purchasing, subcontract administration, or contract management, preferably in support of federal construction projects.
• Experience managing procurements under federal government contracts.
• Familiarity with construction procurement methods, subcontract administration, and purchasing practices.
• Demonstrated negotiation and problem-solving abilities.
