This is a fully remote position, open to applicants in United States.
• Offer pre-award proposal assistance for subcontracts on significant proposal initiatives exceeding $30M.
• Assist with large-scale proposal efforts that involve multiple subcontractors, team members, and rapid turnaround requirements.
• Resolve complex proposal challenges in time-sensitive settings.
• Build relationships with Business Development and Capture Managers to fulfill solicitation requirements.
• Guide internal clients and stakeholders throughout the proposal/subcontract lifecycle.
• Negotiate Non-Disclosure Agreements and Teaming Agreements.
• Identify risks in solicitation terms and conditions and facilitate their mitigation.
• Report proposal and subcontractor challenges to senior management.
• Prepare solicitation packages for subcontractors, addressing sealed package requirements.
• Provide advice and support in the creation of Statements of Work, source-selection criteria, and source selections.
• Assist Program Managers and Cost Estimators in formulating proposals and Basis of Estimates.
• Collaborate with Pricing Analysts on subcontractor pricing strategies and unique pricing challenges.
• Review prime contract terms, conditions, solicitations, implications, and subcontractor flow-downs.
• Complete data calls and adhere to deadlines.
• Address customer inquiries and requests.
• Experienced professional with a background in major proposal efforts exceeding $30M.
• In-depth understanding of fair and reasonable pricing, price analysis, and price negotiations.
• Capability to utilize effective price-analysis techniques.
• Proficient in multitasking and prioritizing workloads with minimal supervision.
• Knowledge of the complete Proposal/Subcontract lifecycle, including the Shipley Model.
• Thorough understanding of contracting/subcontracting principles, including offer, acceptance, consideration, and intent to establish a legal relationship.
• Comprehensive knowledge of subcontract types and their appropriate applications.
• Strong negotiation abilities regarding inspection/acceptance, risk of loss, warranties, indemnification, and intellectual property rights and ownership.
• Business acumen and knowledge to address intricate proposal/subcontract challenges.
• Professional and courteous interaction style.
• Excellent verbal and written communication abilities.
• Familiarity with proposal roles, including capture manager, pricing, program manager, and contracts.
• Knowledge of FAR and other agency supplements.
• Consistent compliance with procurement policies and procedures.
• Ability to create CPSR-compliant subcontract files and supporting documentation.
• Bachelor’s degree or equivalent.
• Additional training in contract or procurement law.
• At least seven years of relevant government contract administration experience.
• Capability to work on a computer for extended periods.
• Ability to communicate effectively via telephone, email, and in-person.
