This is a fully remote position, open to applicants in Texas.
• Review Statements of Work (SOWs) and in-house estimates.
• Generate Proprietary Information Agreements (PIAs) and Non-Disclosure Agreements (NDAs).
• Assist in driving success metrics such as Late to Place, Late to Dock, and Delinquent Material.
• Gather proposal and quotation activities from potential subcontractors and utilize various techniques to analyze costs, technical capabilities, and financial viability.
• Evaluate, identify, and select suppliers and business partners.
• Negotiate with suppliers regarding pricing, schedules, and terms & conditions.
• Conduct investigations to ensure the ability to perform within budget and timeline.
• Monitor and report on supplier costs, schedules, and status, recommending or implementing corrective actions as needed.
• Engage significantly with suppliers in collaboration with Business and Programs.
• Manage the critical path for suppliers to support key program milestones.
• Collaborate with Business EXIM, Legal, Senior Leaders, and during Gate Reviews.
• Negotiate and administer multiple General Acquisitions and Subcontract efforts concurrently.
• Prepare documentation for General Acquisitions and Subcontracts in accordance with established company, customer, and government regulations.
• Oversee suppliers and Purchase Orders (POs) from inception to delivery within a depot environment.
• Willingness to travel 10% of the time.
• A Bachelor’s degree and a minimum of 5 years of relevant experience, or an Advanced Degree in a related field is typically required.
• Experience in purchase order management, negotiations, both internal across businesses and external with suppliers.
• Familiarity with Federal Acquisition Regulations (FAR/DFARS) or experience in other heavily regulated sectors such as aerospace, aviation, and power generation.
• U.S. citizenship is mandatory, as only U.S. citizens are permitted to access the financial management system due to government contractual stipulations.
• Knowledge of government contracts, processes, and procedures.
• Experience in proposals and a comprehensive understanding of all phases of sourcing and procurement execution, including price negotiations and terms and conditions.
• Proficiency with automation tools.
• Previous experience in integrated supply chain management, particularly in strategic procurement.
• Experience working with senior management on significant issues regarding policies, plans, and objectives.
• Background in Six Sigma and productivity enhancement.
• Understanding of import/export regulations (ITAR/EAR).
• Competence in Price Cost Analysis.
• Familiarity with Microsoft Office products (Excel, Word, PowerPoint).
