Portfolio Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee portfolio planning, transition, and delivery for designated applications and services.

• Provide guidance and operational management to technical teams.

• Manage portfolio timelines, backlogs, risks, and dependencies in alignment with BEMSD priorities.

• Facilitate delivery coordination with BEMSD stakeholders, vendor partners, and development teams.

• Manage customer expectations and address operational challenges effectively.

• Propel service enhancements through the analysis of business processes, workflows, and technology solutions.

• Supervise projects, enhancements, incidents, and change requests.

• Assess technologies and operational strategies to boost performance, resilience, and efficiency.

• Update BEMSD and GDIT leadership on portfolio performance, risks, priorities, and recommendations.

⛳️ Requirements

• A Bachelor’s degree in a technical, business, or management field.

• Over 15 years of experience managing extensive federal IT programs or application portfolios.

• Proven experience in leading multiple software development or operations teams.

• Familiarity with Agile, DevSecOps, and contemporary IT service delivery methodologies.

• Excellent communication, stakeholder engagement, and leadership capabilities.

• PMP certification is required.

• Must be a U.S. citizen.

• Capability to obtain a CBP Background Investigation.

• A Master's degree in a technical or management discipline is preferred.

• Previous experience with DHS, ideally with CBP programs, is preferred.

• ITIL certification is preferred.

• Experience in managing application modernization or transition projects is preferred.

• Familiarity with ServiceNow or similar IT service management platforms is preferred.

• Travel requirements are less than 10%.
