This is a fully remote position, open to applicants in Massachusetts.
• Evaluate and analyze the legacy NOAA Fisheries database environments and their data structures.
• Design and implement updated Oracle database architectures along with supporting solutions.
• Develop, optimize, test, and maintain Oracle PL/SQL packages, procedures, functions, triggers, and database objects.
• Facilitate data migration and consolidation efforts from outdated systems to modern platforms.
• Create and manage Oracle DDL scripts and database deployment packages.
• Assist in Fisheries Dependent Data (FDD) management initiatives and regulatory reporting systems.
• Work collaboratively with software developers, business analysts, and project managers in agile development settings.
• Ensure all database solutions adhere to GARFO software development and database design standards.
• Engage in troubleshooting, root cause analysis, and performance optimization activities.
• Aid in the documentation development for database architecture, schemas, migration processes, and operational procedures.
• Contribute to cloud and data modernization initiatives that align with NOAA and Commerce strategic objectives.
• Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related technical field, or equivalent professional experience.
• Over 5 years of practical experience in Oracle database development.
• In-depth expertise in Oracle PL/SQL development and performance tuning.
• Experience in designing and implementing relational database architectures.
• Proficient in analyzing and modernizing legacy database systems.
• Skilled in data migration and ETL methodologies.
• Proficient in developing Oracle DDL and database deployment scripts.
• Familiarity with Oracle Unit Testing.
• Strong understanding of SDLC processes and version control practices.
• Capable of working independently as well as collaboratively within distributed agile teams.
