MEAL Consultant, ACT Project

📋 Description

• The consulting team, with the backing of Oxfam and its partners, will spearhead the development of a comprehensive methodology designed to address the primary evaluation questions and assess sustainability levels.

• The evaluation process is expected to encompass the following phases: 1. Inception phase: Analyze available documentation on current and previous projects and evaluations. 2. On-site data collection: To mitigate survey fatigue among partner communities and stakeholders, conduct culturally sensitive data collection in Bangladesh, Nepal, Indonesia, and the Philippines as necessary. 3. Analysis and Interpretation: Engage with relevant stakeholders to review and interpret evaluation findings, yielding rich insights and context-specific analytical points. 4. Evaluation Reports: Produce a single evaluation report that responds to the key evaluation questions while providing credible findings and evidence. 5. Key Findings Dissemination Planning: Communicate insights to various audiences and formulate an uptake plan for each country, guiding Oxfam and partners on subsequent actions and sharing key findings with diverse stakeholders.

⛳️ Requirements

• A minimum of 7 years of experience in monitoring and evaluation (M&E), specifically managing multi-country evaluation projects in areas such as Disaster Risk Reduction, Humanitarian efforts, Disaster Preparedness and Response, Resilience, and Food Security, among other relevant fields.

• Experience in conducting studies, evaluations, or surveys aimed at enhancing understanding and measuring disaster preparedness or humanitarian actions.

• Extensive knowledge and experience in employing a variety of M&E approaches and methods, integrating both qualitative and quantitative techniques to effectively address evaluation questions.

• Proven ability to lead and support the entire evaluation team. Experience in assembling a team of local evaluators/consultants in the region for collaboration on a multi-country program evaluation, and providing remote guidance and support effectively.
