This is a fully remote position, open to applicants in United States.
• Oversee the complete strategy and execution of data migration and archival tasks for the CMM program's data infrastructure.
• Assist in the migration of case history during the onboarding process for courts.
• Manage the lifecycle and retention of data.
• Develop, test, and execute disaster recovery and high-availability strategies, which include automated failover and disaster recovery drills.
• Facilitate the implementation of a scalable, secure, cloud-based data platform for operational data, reporting, and analytics.
• Create and document data migration flows, structures, standards, and ensure alignment with governance.
• Design multi-tenant cloud environments that support hybrid/on-premises systems and databases such as SQL, NoSQL, IaaS, PaaS, distributed SQL, multimodal, and event-driven databases.
• Keep architecture diagrams, migration, archival, and disaster recovery metrics under version control.
• Collaborate with teams in Data Governance, Security, Application Development, Business Intelligence, data engineering, and business analysis.
• Assess tools and software for data migration, archival, and disaster recovery processes.
• Implement databases, document storage, indexing services, schemas, secure data APIs, and infrastructure as code.
• Configure metadata structures, workflows, automation, security settings, ingestion processes, and catalog attributes.
• Develop training materials, job aids, and communications to support user adoption.
• Convert requirements into data structures and assist with model-driven ETL/ELT processes.
• Maintain naming conventions, data models, metadata, lineage, and documentation.
• Ensure data quality through testing, validation, reconciliation, and architecture reviews.
• Produce documentation that is audit-ready for migration, archival, and disaster recovery models and decisions.
• Create migration readiness checklists that encompass profiling, mapping, testing, anomaly handling, and rollback procedures.
• Formulate archival strategies that include archive creation, migration, storage tiers, retention schedules, and access controls.
• Implement batch and real-time data exchanges with Judiciary systems.
• Migrate documents from legacy CM/ECF storage to CMM cloud storage during the onboarding of courts.
• Establish automated processes for archival, retention, purging, backup, and encryption.
• Lead and mentor the Data Migration Engineer.
• Validate data integrity, referential accuracy, and completeness of the audit trail, aiming for at least 99.5% error-free records per migration event.
• Maintain ongoing backup validation and coordinate rollback procedures.
• Align migration and archival designs with the Cloud Data Architect/Data Modeler and Lead Data Engineer.
• A minimum of 10 years of relevant experience.
• MA/MS degree with 10+ years of general information systems experience and 8+ years of specialized experience, or equivalent alternatives: high school diploma with 16+ years, AA/AS with 14+ years, BA/BS with 12+ years, or Doctorate/Ph.D. with 9+ years.
• Extensive experience in designing data architecture utilizing AWS data services and modern application patterns.
• Proven experience in establishing operational data governance frameworks that ensure integrity, cost efficiency, and resilience.
• Familiarity with implementing ETL/ELT pipelines, APIs, and downstream consumption layers for Business Intelligence, data products, and AI/ML.
• Demonstrated expertise in developing data migration and archival strategies, including source-to-target mapping, profiling, anomaly handling, and rollback planning.
• Practical experience in designing and testing disaster recovery and high-availability architectures, including automated failover and DR drills.
• Knowledge of policy-driven, encrypted backup and archival processes, as well as multi-tier storage/retention strategies.
• Strong skills in SQL, NoSQL, GraphDB, and data validation.
• Experience in building automated checks for data integrity and audit trails.
• Familiarity with tools such as AWS DMS, AWS Backup, Azure Site Recovery, or similar solutions.
• Experience in government, public sector, Judiciary, or court information systems is highly preferred.
• Excellent documentation and communication skills for stakeholder engagement.
• Ability to obtain and maintain necessary government facility access or suitability determination.
• Strong oral and written communication and presentation abilities.
• Capacity to identify and apply industry tools, solutions, methods, best practices, and emerging technologies.
• Strong analytical and problem-solving capabilities.
• Ability to work independently and collaboratively within a team.
• Preferred certifications include CDMP, Snowflake SnowPro Advanced, Databricks Certified Data Professional, AWS Certified Data Analytics – Specialty, AWS Certified Solutions Architect – Professional, or AWS Certified Data Engineer.
