Health Plan Benefit Director

This is a fully remote position, open to applicants in Texas.

📋 Description

• Oversee the complete product development and benefit design process for IFP and employer-sponsored health plans, from initial concept to operational implementation.

• Take ownership of plan design decisions, ensuring that benefit structures are competitive, compliant, and in line with Harbor Health's payvider model and member-focused approach.

• Act as the main point of contact among internal teams — including Operations, Clinical, Network, Actuarial, and Regulatory — to ensure alignment on product objectives and operational framework.

• Collaborate with external vendors and partners to guarantee that benefit and product strategies are clearly communicated and effectively executed.

• Simplify complex plan design ideas into straightforward operational guidance for cross-functional teams.

• Keep track of regulatory and market developments affecting IFP and employer products, making proactive adjustments to product strategies as necessary.

• Assist in the creation of scalable processes and documentation as Harbor Health expands its product offerings.

• Collaborate with Actuarial on pricing input and with Regulatory on filing and compliance needs.

• Required experience in health plan product development or benefit design within an IFP, employer, or managed care setting.

• Strong knowledge of health insurance plan structures, benefit configurations, and regulatory guidelines (e.g., ACA, TDI).

• Proven ability to lead cross-functional projects and align stakeholders from various teams.

• Exceptional communication and relationship management skills — capable of connecting strategic objectives with operational execution.

• Comfortable operating in a fast-paced, startup atmosphere with shifting priorities and organizational structures.
